Admittedly, scientific issue is such a permanenttheme of the world that impulse the development of society. However, in spiteof the crucial position of scientific research, proper restrictions conductedby the government are still needed. The balance between science and otheraspects, I suppose, must be maintained to allow the scientific research to developin a relatively correct way.
As a threshold matter, some restrictionsmust be made to the scientific research to assure that science could sever the entireworld better. For example, no one can deny the fact that scientific technologyhas played a vital role in the duration of World War II. Particularly, atremendous program named Manhattan project was definitely an impressive one,which was sponsored by US government. Arguably, this program invited the mostexcellent scientists all around the world who were designated to participant inthe task of developing nuclear weapon at that time. In fact, most scientists wereengaged in different fields and belonged to different nations. And it is thegovernment that made all the brilliant people together and overcome a pile ofdifficulties in such a crucial situation. In other words, the guidance, or wecan regard it as restrictions to some extents came from the governments, makethe science dig up its limitation to serve the ordinary citizens and the wholeworld. In the case Manhattan project, US government played a vital role inordering the scientists to set aside their current programs and participate ina more important one. What’s more, Manhattan project help to prevent the continuanceof the terrible war. In short, with the presence of restriction and guidancefrom governments, scientific research and development could make best use ofits potential to do good to the society.
Moreover, sometime scientific research anddevelopment should also be refrained by nations when conditions can not beallowed. While science poses vital influence to human beings, it is still nomore than a component of the whole society. When some other parts of thesociety meet
tough problems, the focusof public as well as government will naturally move from the development ofscience to the places in trouble, which means inevitable restriction might bemade in field of science related now that the resources are relatively limited.For example, the global financial crisis struck the world immediately in 2008.The Wall Street suffered, so did the financial and business organizations ofthe rest world. Under such a difficult circumstance, the president and governmentmade no effort to raise money to keep the situation from being worse no matterwhat way they would employ. Consequently the budget of the scientific researchand development in US cut down dramatically. From the viewpoint of theprofessors and faculties in college and universities, it couldn't be worsesince funding used to conduct research reduced. From above we make it clearthat, concerning the integrated development of society , restrictions have tobe made to science issue sometimes when concentration must be put into otheraspects.
However, a criterion is indispensible when restrictionshave to be made about the scientific research and development. To be detailed,if governments restlessly restrict the development of science withoutconcerning the circumstance of these fields, steps of science would inevitablyslow down especially when some programs request long period .As a result, theconfiguration of the entire society might be damaged now that the strongestimpetus has lost. The oriental nation, Qing dynasty in 19th is a typicalinstance. Under the background of industrial revolution, all the countries weredeveloping in an extremely rapid speed with the help of advancement of scienceand technology. Nonetheless, the supreme leaders of Qing dynasty still dominatedthe tremendous county in their old ways, which put so many blocks andrestrictions on the development of science and technology. Finally, the countrywhich gave little space to the science was invaded easily and terminated.
