Should government place few, if any,restriction on scientific research and development, as the speaker asserts? Iagree insofar that in many cases government should take few limitations onresearch and development of science. However, the speaker might overlook itwould also bring about potential and fatal harm to the society and human racealong with the benefit.

Admittedly, as one of the most significantfactors, scientific research and development promote the prosperity of societyin every field in all ages. For instance, the invention of steam engine createthe industrial revolution, the invention of airplane shorten the distance andtime traveling between two places largely , the invention of telephonestrengthen the communication of families and friends effectively and efficiently.These cases might illustrate the point that there is no reason for governmentto place any restriction on science to impede the progress of society andhumans.
Furthermore, it is absolutely necessary forgovernment to support and provide assistance, when the scientific research anddevelopment confront problems. Let us set the research of SARS as a example. Atthe beginning of 21st century, SARS virus spread widely around the world whichis pressing to find out the vaccine. At that time governments include US, UK, China, and so forth, assemblescientists and provide financial assistance and labs to conquer the problemstimely.

Nevertheless, in certain fields, thescientific research and development without limit also bring about some devastating
consequence that might hinder or destruct societal flourishand influence the survival of human race. This is true especially involvingscience of nuclear and of clone. Now an atomic warhead that can destroy a citywith millions of people and break the biological environment permanently theremight enough to bring about the third world war making society backslide. Werenot governments to place some proper and opportune measures to limit thescientific reaches concerning military weapon? An even more striking case isthe research of clone. If the clone technology is mature enough to clonecompletely a same person, what would happen next? It is hardly to know whatwould happen, but I am sure that it is horrible and catastrophic to human race.Were not governments to take some limitation to ban the research and attemptingon it?

Some might questionthat how could government accurately know which field should be limitedproperly and which field should be taken few restriction? As long as the governmenttakes some measure before considering sufficiently and taking account of relativemerits of the research, reasonable and proper restriction can be placed.

To sum up, there is nodoubt that the research and development of science stimulate the progress ofthe society and humans. If necessary, government should buttressunconditionally and unlimitedly. However, it is often regarded as a “double-edgedsword”. In certain realms, particularly nuclear energy and clone, governmentshould place some effective and proper restrictions scrupulously consideringwhether it benefits to society and humans.
