The following appeared as part of an article in a local Beauville newspaper.
"According to a government report, last year the city of Dillton reduced its corporate tax rate by 15 percent; at the same time, it began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Within 18 months, two manufacturing companies moved to Dillton, where they employ a total of 300 people. Therefore, the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements that encourage private companies to relocate here."
In this analysis,the arguer claims that the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax inecntives and other financial inducements that encourage private companies to relocate here.To substantiate the conclusion,the arguer cites the example which seems to be successful of Dilltion where reduced its corporate tax rate by 15 percent and began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dilton.In addition,the arguer also assumes that two manufacturing companies moves to Dillton and employ 300 people is a significant evidence to show that the Dillton are experiencing prosperity.The argument is unconvincing for three critical flaws.
Firstly,the arguer unfairly assumes that Dillton’s current prospecity,if any,results from the policies implemented last year.As we know,many other reasons may lead to the prospecity of Dillton.Perhaps the government of Dillton introduced a series of consumer-related polices,which led people to increase the amount of the purchase of consumption,thus increasing the people’s passion for work,eventually led to the growth of the city’s prospecity. Without showing that all other possible reasons and detailed analysis,the arguer cannot convince me that the policies implemented last year can lead to current prospecity of Dillton.
Secondly,the arguer have omited other possible reasons that may lead to the two manufacturing companies moved to Dillton and employ 300 people .In addition,the arguer provide no clear evidence that the policies introduced last year was the main reason that they moved here.It is highly probably that other factors contribute to the two manufacturing companies’ move.For instance,it might have resulted from the working environment of Dillton where can provide more prodigies and talented people,thus it may explain why they employed 300 people here.It is also likely that the two manufacturing companies’ goods produced by the supplier of raw material is also in this city,which could reduce the transfer costs.
Thirdly,even if the current prospecity in Dillton resulted from its policies introduced last year,there is no guarantee that the same success would have happened in Beauville(Beauville would achieve the goal by following Dillton’s example).Perhaps the unemployment rate has nothing to do with(is not absolutely relevant to)economic development,more likely reason is that the capacity of the unemployed themselves,because the economy in Beauville might have been rich enough,so to stimulate economic development can not solve the problem.In other words,lacking concern about the comprehensive conditions on two cities are revelantly similar,I can not accept the author’s conclusion that Beauville will have the same results as Dillton.
In sum,the argument is not well reasoned.To make it logically acceptable,the arguer would have to demonstrate that reduce the corporate tax rate and provide financial inducements that encourage private companies to relocate here is the only approach that can help to reduce unemployment and stimulate the economic development.Additionally,the author must provide evidence to rule out other possible causes of the two manufacturing companies’ move.Finally,the author must show that the Beauville would achieve the same success as Dillton has.
