3.02 Issue No.43

"To be an effective leader, a public official must maintain the highest ethical and moral standards."

1能够在大多数情况下做出正确的决定,因此得到下属的信任,从而使得整个团队运作良好
2这样,最大限度为公共利益服务,因为leader有权力,所以需要高素质来保证不会滥用
3不是所有的领导力都需要领导的素质如此之高,制度也要有权衡,保证公权力不侵犯私权

It has been a alway-ongoing debate how excellent a public official should be. Does he have to be someone not only good at management of public affairs but also beyond-criticism in moral and ethics? From my perspective, indeed, the whole machinism can work more effectively if the public official who is leading maintain the higheest ethical and moral standards. But also, a system needs to be worked out so that even officials are not so perfect, it is able to prevent them from abusing their power.

To begin with, undenibly, a public official prominent in both his ability and his ethics tends to win support from his people as well as his subordinates. With all the support, his government will be considered to be reliable, trustable and at its best to serve the interest of people. Hence, under his leadership, more policies that benefit society are easier to be issued and carried out. In consequence, quite smoothly he can get the whole government run without much difficulties.

Furthermore, for a public official, standing out in moral is required. Whether it is in democratic polity or autocratic, it is public officials that command the most significant power. Overwhelmingly terrifying aftermath will be caused if they are evil in moral as very likely these officials end up in corruption or abuse, bringing his section to devastation. For instance, Nan Yong, the former chairman of Chinese Football Association, was charged with corruption recently. Long before he was put to trial, Nan Yong had been sharply criticized for his leadership was totally a nightmare for Chinese Football Association which disappointted millions of fans over time and mired and perished. This was all because of Nan Yong's low moral featuring his never-satisfied desire for money and fame. Were he noble, the story could be otherwise. Therefore prevent this kind of stories from happening, public officials with higher ethicial and moral standards should be elected leaders.

However, whether officials in leadership is moral or not, it is of great significance that some system is worked out to reveal those misbehaving and alarm the rest. Since everyone is in fact imperfect, odds are that even the most noble offical may break law, sometimes because they can not resist the temptation and sometimes because they are made to. So leaving the whole section with the most "noble" person and never checking how he behaves is never the best solution. A system has to be established with remarkble sensitivity to any illegal or immoral acts by public officials so that even the less noble officials will hesitate before they actually let their appetite lead the way. And therefore, management is most likely to work at its most capacity.

In conclusion, whether a leader and his section works effectively or not depends largely on the ethics of public officials employed there. Yet, attention should also be paid to setting up a machinism to do its utmost to eliminate loss caused by evil public officials systemitically.

你这篇ISSUE写的很好啊,语言和逻辑都很好,特别是第二层的例子。向你学到了不少呢。不过第一层应该再多展开一些就更好了。
