Government should place few,if any,restrictions on scientific research and development.
Should government not supervise scientific research or dominate the orientation of scientific development,as the speaker asserts?I share the idea with the speaker that sufficient freedom of scientific research is necessary ,even desirable for the prosperity of science as a whole.Nevertheless,empirical evidence tells us that unbridled science is also improper and even dangerous.what's more,those core fields,in term of eronautics,nuclear physics,biochemistry and so forth,which have close connections with the fate of one country,should be sponsored and guided by the government rather than left unbridled.
It is widely held that freedom of scientific enquiry gives birth to creations and inventions.In the contrast,too much restraint from government will be dentrimental to scientific research and development,since it could inhibit and even kill the advent of some epoch-making creations and inventions.Could you describe what science would be if goverment supervises every step or every scientific fruit?Apparently,scientists will be confined into a dead corner without any initiative and creative,not mention epoch-making inventions.From this point,government should leave enough space for scientific research and development.
Nevertheless,scientific research is a double-edged sword for the whole society,which could not only bring us comfortable and convinient life ,but also many untractable problems even disasters to us.History informs us a lot about this issue.For example, cloning technique ,as a advance medical technology, could greatly improve the yield of agriculture by way of modify the genetic structure of crops.However,when it was used to research the embryo transplanting on the body of human,it definitely suppasses the boundary of human morality and the tolerance of public.And it is undoubtedly the responsiblity of government to limit such unethic research.Further more,government should organize relevent scientists to work together to some extant problems,especially the aggaraving environmental polution which deserve immediate measures and will not be resolved in the absence of governmental support.With respect to this aspect,moderate restrictions of government is necessary and sabulious for the development of science.
When it comes to some core fields pertaining to the future of one country,there is no reason for government to shun the responsibility of supervise the development of them. A remarkable example is the use of nuclear power which could either be invaluable source to sustain human development or the dire distructive weapon threating the very existence of human being.And who could control the orientation of these cutting-edge and meaningful deciplines except government?
To sum up,as the foregoing discussions,although sufficient freedom of scientific research is necessary ,even desirable for the prosperity of sciene,moderate control is also indispensable as well.What's more,those key fields pertaining to the fate of one country,should develop according to the guidence of government. |
