11. "All nations should help support the development of a global university designed to engage students in the process of solving the world's most persistent social problems."

It might be tempting to agree with the speaker that the establishment of a global university is worth our efforts on the basis that it symbols that we human beings have taken a huge step in the respect of solving these pressing social problems that would threaten our existence. I concede that this blueprint is apparently inspiring, however, which is ill-conceived in some ways.
I admit that a global university serves as a huge magnet that attracts continuous most talented and diligent students on this planet. For each individual, he or she would have a myriad of opportunities of making friends with excellent students, which may in return generate beneficial effects on themselves, and even the society as a whole. However, the speaker overlooks both feasibility and necessity of the proposal.
On the one hand, there is no doubt that the plan lacks necessity. The task and responsibility assumed by the global university as the speaker claims can be better accomplished by the common efforts of all first-class universities from different countries. After all, each institute has its own specialty and research area. In other words, they have most authoritative professors and most devoted students in respective discipline. According to Adam Smith’s economic theory, specialization largely improves productivity, which is also proved true in universities. For example, while Princeton is famous for the fact that it is the cradle for mathematicians, at the same time Harvard has cultivated countless business leaders. Besides, with the development of Internet technology and modern transportation, distance is no longer a main factor that inhibits communication between universities and scholars. People nowadays can share cutting-edge knowledge in all disciplines to solve problems easily by building up a worldwide database or holding an academic summit.
What is more, a global university would also engender various practical problems, in my view, at least in three main respects. First, students from all over the world are not able to communicate due to the language obstacle. Even more serious problems are likely to happen because of conflicting culture background and religious belief. Secondly, poor countries are reluctant to invest in such an expensive project. As a matter of fact, they have not yet established their own well-equipped university domestically, which makes them lack in interest in building a global university. Thirdly, the management of the university cannot be ignored. Developed countries are bound to have more influence in the decision of the university such as which research to invest in and how the benefits of the research outcomes should be divided.
In the final analysis, the program of establishing a global university is more like a Utopian experiment, which have innocent objectives but not practical methods. Instead, to solve the persistent social problems, we should turn to other more feasible solutions such as encouraging more communication between first-class universities and placing less limitations on sharing of cutting-edge technology and progress.

附提纲:
1.建一所global university虽然能够带来很多好处,其中最inviting的一点就是,这标志着人类在解决威胁到人类生存的社会问题方面走出了一大步。但是,这样的一个计划缺乏必要性和可行性。
2.我承认,建立一所世界性的大学,有助于人们把世界上最聪明的脑子集合起来,去解决最紧迫的,关系到人类存亡的社会问题。
3.必要性:全球性大学的task and responsibility可以由来自不同国家的、世界上所有的大学共同完成,甚至能够完成得更好。各个大学有着各自的专长和研究领域。他们把有限的资源投入到了某几个特定的学科,所以学生能够拥有最好的实验室和最优秀的教授。根据亚当斯密的理论,分工和专业化带来劳动效率的提高,这点在研究领域也同样适用。例如,普林斯顿以数学天才的摇篮闻名于世,与此同时哈佛则在法律、商业领域培养出了众多领袖。此外,随着互联网和现代交通工具发展,距离已经不成为交流的阻碍,人们可以通过网络和召开学术会议来把各自学科的最新成果应用于解决social problems
4.可行性:一所全球性的大学也会碰到很多practical problems
-学生之间语言不通,无法交流;另外因为文化的不同,可能会引起很多冲突。
-穷的国家不愿意投资,因为他们本国甚至还没有建立起一家世界一流的大学。
-这所学校的运作可能会被大国控制,使得小国的利益无法保障。就如同联合国那样。
5.建立一个global university的想法更像是一个乌托邦式的梦想,它的本意是很好的,但是在现实中,不一定能够达到目标。By contrast,促进世界上各个国家的一流大学的相互交流,并鼓励他们把最新的研究成果共享,并共同致力于persistent social problems的解决似乎是一个更可行的方法。
