In this era of high developedsociety and technology making the life more complex than before, scientificresearch and development sometimes might out of control, so I thinkrestrictions on them are necessary. However, I generally agree with the issuethat the government should restrict their restrictions as far as it could inorder to make the beneficial scientific researches process freely.
To begin with, several scientificresearches are dangerous and would lead disasters to human beings if they areout of control. Sometimes scholars themselves might not predict clearly on thenegative effects of some researches, such as Geneticallymodified (GM) foods, which are foods derived from genetically modifiedorganisms. Even researchers on the cutting-edge of the gene engineering couldnot describe a completely panorama of the genetic chromosome. Moreover, thereare some disasters made by dangerousresearches. For example, the nuclear radiation has harmed people severely since the Three Mile Island and Chernobylaccidents, either of which wasunder loose regulations of the government. So, without the rigid restrictions/regulations,we could not ensure the development and results of scientific researches in thesecure and beneficial range.
However, most scientific studiesare not as common as daily lives, they require various fund, facilities,materials, and so on, which could not be satisfied/gratified if there are toomany restrictions on them. One reason is that the restrictions of some scare/rare resources should be unclosed tothe scientific researches. Without these materials, many studies could not goon, such as the nuclear-electrical-generation/nuclear energy researches whichrequire a kind of heavy metals named uranium, which is often under regulationof government. And there are also many restrictions which are good for thesociety but should be loosened because they would impede the development ofresearches, such as constrictions(n.压缩;压缩物;紧压的感觉) on investment, militarydistricts, and so forth.
Another reason why the governorshould give enough convenience to the scientific researches is the achievementsand results of these researches mostly have great value on improving thesociety and protecting the country. Take the development of internet as aninstance. Since the great power of internet might threaten the security of thegovernment and make the censorshipof terrorism/antihuman and negative information lose its effectiveness, some countries would choose to put strict/rigorous/serve/stern restrictions on the Internet, howeverthese restrictions/limitations would hamper/inhibit抑制/hinder妨碍 (obstacle n.障碍) the positiveapplications of internet. In my opinion, when contradictions between thebenefits of government and the development of science or technology appear, thegovernor should make a concession on(concession n.让步没有动词) some benefitsand let/grant/allowthe scientific researches process in a relatively/appropriate(v.挪用;a.适当的) freecircumstance. In turn, the results and achievements of these studies wouldreplenish the loss n.损失/vacancy n.空缺;空虚 vacations(休假) of benefits.
To sum up, due to the analysis andreasons discussed above, although sometimes a few researches do harm the society,the government should set up the restrictions on scientific research anddevelopment at a receivable/loose/flexible(灵活的) level. Completely/Absolutely/Exhaustivelystrict researches because of fearing the negative effects would impede thedevelopment of science and suffer losses counterproductively.
