The following appeared in a memo from the mayor of the town of Hopewell.
"Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."


In this memo, the mayor of the town of Hopewell recommends in order to stimulate economic growth and boost additional tax revenues, Hopewell need to build a new golf course and resort hotel, just as the town of Ocean View did two years ago. To support his recommendation, the mayor points out that during the past two years, Ocean View’s tourism has increased, new business have opened and the tax revenues have risen by 30%. From my perspective, this argument suffers from several critical fallacies through careful scrutiny as follows.

First of all, the whole argument is based on the assumption that the economy improvement in Ocean View is because of building a new municipal golf course and resorting hotel two years ago. However, this conclusion is indiscreet. No evidence indicates that golf courses and hotels would certainly bring about economic boom and tax increasing. Just as mentioned in the memo, tourism has increased in Ocean View and new businesses have opened. It is very reasonable to assume that Ocean View has developed their marine and island tourism and related recreational zones so that Marine tourism becomes a new burgeoning industry, which spurs economic and revenue growth. But it is a pity that the speaker does not provide a further explanation about this situation.

Second, even if the economy improvement in Ocean View is really the result of developing golf courses and hotels, the mayor is too hasty to assume that a golf course and resort hotel would continue to benefit Hopewell’s economy. As is well known, constructing golf courses need large natural space, big investment, regular maintenance and so forth. Ocean View may have such advantages while Hopewell may not. For that matter, it is very possible that Hopewell already contains some golf courses and resort hotels which are not get utilized to full capacity. If it is true, under government intervention, new constructions and changes would induce inestimable waste and misallocation of Hopewell’s resources and eventually jeopardize economy.

A series of measures could be taken into account to stimulate economy growth, such as developing industry or agriculture, enlarging exports, improving government’s financial capability, etc. A planner with foresight and sagacity always knows how to do what is suitable to local conditions. Unfortunately, the mayor only copy other’s experience mechanically without considering the unique situation of Hopewell. Therefore, without more detailed local economy information, survey and research, whether Hopewell needs to build golf courses or resort hotels as the best way to improve economy is still open to doubt.

In conclusion, the mayor’s recommendation is not cogent enough. More precise evidences, such as economy features, natural environments and affordability of the residents of the two towns, need to be accumulated to strengthen the mayor‘s conclusion.

To begin with, the mayor are falling to consider other alternative to the increasing tourism, rising tax revenue and flooming business in Ocean View . Such alternative may include the facts which involves providential archaeologist  discover ,government policy which prompts Ocean View's development, and heavy external investment in real-etate. It is possible that the project of golf course and resort hotel play little role in Ocean View's development even run at deficit.
Even if it is golf course and resort hotel that dominate the change in Ocean View, the author still on the assumption that Hopewell is analogous to Ocean View in all respects. Consider the geographical terrain and climatcharacteristic of two different places. Perhaps Hopewell is mainly composed of the elements of mountain fields which have a long winter while Ocean View has a palm-fringed beach and plenty of sunlight which attract tjhousands of visitors and therefore golf course and resort hotel cannot meet the custom's demand during the peak season. Or consider the two cities's function or type, it is entirely possible that Hopewell is a smoky industrial city while Ocean View boast rich touring resources as well as abundant natural and culture heritages.It appears reasonable, in citizen's interest and hobbies, Hopewell's people are mad about those intense sport such as football and basketball while people in Ocean View prefer golf. Though all these consideration, we can only draw a conclusion that it is an imprudent behaviour  imitating Ocean View to build golf and resort hotel
In sum, before any final decisions are made about building golf course and resort hotel, the mayor should evaluate all possible alternatives and the distinction between these two places.

In the argument, the arguer arrives at conclusion that to build a golf course and resort buildings similar to thoses in Ocean View can improve Hopewell's economy and add its tax revenues. In support of this conclusion, the arguer cites that Ocean View gets huge finacial benifits from built the courses and resort hotels which attracting tourists to travel to the town. Although the conclusion seems to be somewhat plausible, a careful examination would show that it goes wrong.

The first problem with the argument is that the arguer assumes that the increasing of Ocean View's tax revenues is the results of buliding a golf course and hotel. But I think the arguer does not supply convincing evidence to support the assumption. To illustrate this point, I have to argue that  too many reasons could lead to the rising of the town's tax revenues, such as the inflation the nation's economic growth or the increasing of the population of the town. If the town encounters the inflation,maybe the factual tax revenues are lower than before, even it seems that the tax revenues have risen by 30 percent. So, I can hardly be convinced by the arguer with insufficient evidence, so it is illogical to reach such conclusion.

The second problem with argument is that the arguer does not provide the previous the amount of town's tax revenues two years ago. The number of 30 percent is so loosely that We couldn't get the conclusion that the town's economy is better than before. For instance,  Two years ago, the total amount of the town's tax revenues was very small, so later, even though the tax revenues has risn 30 percent, it couldn't reflect that the town's economy have been prosperous. So, I can hardly be convinced by the arguer with insufficient evidence, it is illogical to reach the conclusion that town of Hopewell will have a better economy.

Last but no the least, even if we accept all the foregoing conditions, the arguer just simply assumes that  Hopeweill will be brought lots of benefits if it develops same things like Ocean View built. An appropriate example is not very difficult to seek, the environment of Hopewell is very different from Ocean View, maybe it locates in the desert. The tourists would not like to travel such town to play the golf and then the business in the town couldn’t meet their ends, even the town constructs a better resort building than the other town. SO it is unreasonable for arguer to bolster the recommendation.

To sum up, the argument is unconvincing and doubtful because the evidence cited in the argument doesn't strongly support to what the argue concludes. Therefore, if the arguer could demonstrate the information completely and persuasively, the argument would be more logical and substantial. Obviously, the arguer failed to do it.

Art is everywhere at every time. It is a mirror to reflect reality, including revealing the concealed ideas, and in the meantime, unconsciously expose impulses of the society. Yet some limitations of art itself could not be neglected when considering its reflection and promotion to the society.

For centuries, amounts of great works of art have been created and come down due to their spirit of the realism. From ancient Greek theatre to rap music, from the rock painting to the graffiti, from the national epic to the popular fiction, the concepts—even hidden ideas— of a society are ubiquitously contained in various styles of art. Then why does art has the ability to reflect the subtle hidden ideas of the society? The artists would be one reason. People in any levels and status could probably become an artist. The variety of the art creators would bring about various kinds of ideologies which are mirrored in their artistic works. For supporting examples one need look no further than the artists in the Renaissance, which is a great cultural movement with a billowing social revolution. According to the reliable historic documents, some of the "Renaissance man" come from noble families, some are the descendants of merchantmen or magistrates, some are landowners and some are even merely apprentices. Different backgrounds benefit the artists with particular nutrition from their own social experience and finally propel the transform of the whole society. Another reason is the sensitive and emotional feature of art itself. For instance, the literature often hints certain trend of the world’s change. This kind of writing would be an irony like The Human Comedy by Balzac, a symbol like One Hundred Years of Solitude by Garcia Marquez or a straightforward narration like Uncle Tom's Cabin by Mrs. Stowe. Some ideas of Non-mainstream or peripherization of the society were indicated through vivid description by the novelists, which influence generation by generation. In a word, all discuss and two reasons puts above may prove that the arts can reflect hidden ideas and impulses of a society. 、

However, it needs to be noted that the art has some limitations to reflect the reality. First, strictly speaking, the artistic works are based on the artists’ personal thinking which maybe imaginative or exaggerative. Second, artists are not always the representative of other people. Usually, the art is the way artists release their inner world and find distinctive personality. With these two limitations, the reality or concept the art reveals needs cautious consideration.

As for the potential impulse of the art for the society, we need to view the relationship between arts and social improvement, from the angle of developing viewpoint. Under certain circumstance, the art indeed make an enhanced effect to vital transformation of a society, for instance, the Struggle to Abolish Slavery in US, the May Fourth Movement in China, etc. But for the time being, the art provides more detailed classification which will influence individuals and the community in various ways. Some art styles for the certain minority, like poster art, underground bands or private fictions, would impact the particular groups of people; but it is bombastic to assert these kinds of art would boost development of the society. As far as I am concerned, the impulse arts expose to the society needs quite a long time to prove ---- the arts will firstly change people’s minds, attitudes and behavior，and then cause the revolution and development of the whole society.

In conclusion, the art is not perfect or impeccable in every way to reflect the hidden ideas and impulses of a society. We must understand how the art has ever used in the past, to know why we need and how to treat it today and future.

It is no doubt in the new era, we have an enormous require of arts for our civilized society and fast developing technology. While the speaker asserts that arts such as literature, painting, music appeal the ideas and impulses hidden in the otherwise side of a society, I concede it to some extent for the reason that some certain arts which are related to local culture and society closely, such as music, literature, always remind people of what they ignore. However, from my own pointview, some other arts don’t have that function. For instance, painting is a display of the artists’ own thoughts and personalities and architecture is a reflection to the demand of living environment.

As it is known to all, art is quite different from basic techniques, as mechanism and chemistry which need rational research and calm analysis. Art is something perceptual and subtle, and it shows what people think about others, the society or the world from the bottom of their heart. With the more and more advanced science technology, convenient living environment as well as higher life quality, art plays a much more important role in people’s modern society, but does art show the hidden ideas or close ones of the society?

There is a saying, ”art comes from life” which present the relation of art and life. In this way, artists’ work might be closely related to society and embody the local specialties. Because of the more inborn gift than others, artists can creat new forms of their fields and reveal hidden sides of society, which people neglect before. There are two examples about music and literature. Nowadays, rap and hip-hop, as the most popular music styles, has formed a storm all over the world, which stands for the culture of negroes in America and before this few people realize the perfect rhythm sensation of them especially being represnted by Jay-Z, Keane West and so forth. The other example is about literature, The masterpiece by Victor Hugo, Les Misérables, told us the suffering life of people from the bottom of that society in the beginning of the 19th century which was not revealed in the control of autarchy.

As the kinds of arts are so various that other arts have not such functions mentioned above, a lot of arts mainly express the artists’ own genius intellect and their personalities. Painting is such kind of art that lies on the artist’s individuality, just like Picasso whose works present his superb personal brushwork and skill noticeably. Nevertheless, another art called architecture is a typical kind that develop with the demands of society and the quality of living.

In sum, I foundmentally agree with the speaker’s assertion, but he unfairly generalizes the functions of the arts. In my opinion, it is exact that the otherwise hidden ideas and impulses are revealed by certain arts including music and literature, other ones desided by artists’ genius like painting, and more, others are determined by people’s life and development of society like architecture.
