The following appeared in an editorial in a Prunty County newspaper.
"In an attempt to improve highway safety, Prunty County recently lowered its speed limit from 55 miles per hour to 45 on all major county roads. But the 55 mph limit should be restored, because this safety effort has failed. Most drivers are exceeding the new speed limit and the accident rate throughout Prunty County has decreased only slightly. If we want to improve the safety of our roads, we should instead undertake the same kind of road improvement project that Butler County completed five years ago: increasing lane widths and resurfacing rough roads. Today, major Butler County roads still have a 55 mph speed limit, yet there were 25 percent fewer reported accidents in Butler County this past year than there were five years ago."
The arguer suggests Prunty County to widen the lane and resurface rough roads instead of lowering the speed of limit in order to improve the highway safety, followed by the example of Butler County, a district which had a lower accident rate after taking that plan 5 years ago. However, the argument suffers from several critical flaws.
First of all, the arguer fails to convince that the speed limit from 55 miles per hour to 45 on all major country roads did not make any attribute to the highway safety. It is only a short time since the measure of lower limit speed executed, so that the slight decrease of accident rate means nothing. Actually, it is possible that the accident decrease a lot in the major county roads, but other roads which did not have a speed limit that greatly increase the accident rate in Prunty County. It may also happen that recently Prunty County suffered a terrible weather, such as foggy, heavily rainy or sandstorm, which accidentally increases the accident rate. Lacking more specific information about how the speed-limit measure didn't work by last several months, the arguer should not ignore such reasons mentioned above, and hastily draw such a conclusion.
In addition, the author commits a fallacy of false analogy and unfairly assumes that the situation in Butler County 5 years ago is similar to that in Prunty County at present. It is true that the project that increasing lane width and resurfacing rough roads works in decreasing the accident rate in Butler, even it may be effective in most of the counties, it is not sure whether it is really help to decrease the accident rate considering the differences between the two counties. For instance, the roads in Prunty County are in good condition now that the resurfacing would absolutely be a waste of time and money. However, 5 years ago in Butler County, the roads had been long used and had a bad condition which have had caused many accidents, so resurfacing the roads significantly decrease the accident rate in Butlter County. More sufficient evidences should be given to demonstrate that the current situation in Prunty County is comparable with that in Butlter County 5 years ago.
Moreover, as the arguer states in the argument that most drivers are exceeding the speed limit of 45 miles per hour, it is not the speed-limit measure, but the governor fails to keep the highway safety. The 25 percent reduction reported was not a sufficient support of the suggestion, as we do not know how many accidents had not reported. Without guaranty that the project would really works, no conclusion should be drew.
In summary, this argument is not persuasive as it stands. To make it more convincing, the arguer would have provided more evidences concerning the comparability of Prunty County and Butler County and ruled out possible causes of slight decrease of accident rate in Prunty County.
