关于J-1签证两年服务期未满再次申请J-1签证的问题

一年半前，有一个交流学生的机会持J-1签证去美国，当时没有考虑太多，里面是不是符合两年服务期也没有看，现在国家公派可以再过去两年，但是我的上一个DS2019表是在11年3月31才满了两年服务期，我是在09年4月1号回国的。
     我的问题是：
    现在可以再次申请j-1签证吗？
    如果不能，下次申请需要等4月1号之后还是只要我的DS2019表上写的是11年4月1号之后（比如预约签证在3月份）？
希望有了解的人士指点一二。

你第一个交流是自费还是国家公派? 国家直接出资的才有两年服务期。

我：第一个项目是美国学校免学费，生活费和来往路费自理，不是国家直接出资的，但是我不知道美国学校免学费算不算美国出资了。

         就是说如果你的J1 program是美国或者中国政府资助的，涉及field of specialized knowledge or skills，或者接受过medical education or training，这三种情况需要两年，其他的不需要。
  
    Two-Year Foreign Residency Requirement
　　An exchange visitor is subject to INA 212(e) requirement, if the following conditions exist:0 T9 q& b- V5 y# `; _$ y
　　·The program in which the exchange visitor was participating was financed in whole or in part directly or indirectly by the United States government or the government of the exchange visitor's nationality or last residence;

　　·The exchange visitor entered the United States to receive graduate medical education or training.
   　If the exchange visitor is subject to INA 212(e) requirement, he or she cannot change his or status to that of H, L, K, or immigrant lawful permanent resident (LPR) until he or she has returned to his/her home country for at least two-years or received a waiver of that requirement. Such waivers can be obtained under five separate basis: No Objection Statement, Exceptional Hardship or Persecution, Conrad Program, or Interested Government Agency. 我： 我查看了一下，中国的所有专业都是specialized knowledge or skills，就是都是在skill list里面的。我的专业是Mechanical Engineerng。
