This statement claims that a public official must maintain the highest ethical and moral standards in order to be an effective leader. That seems to mean that
an current relationship between effective and the highest ethical and moral standards. However, I don't agree with this statement completely.

I agree that a public official maintains the highest ethical and moral standards can be an effective leader. As we know, persons prefer to vote the one who maintains the highest ethical and moral standards from 3000 years ago to the modern society. This conclusion can be assumed by the phenomena that if one party want to defeat another party in the competition, they might dig or
make
many bad thing which will make the enemy's ethical and moral weak. It is clearly, if the public get information such thing, they will never truest the leader the low ethical and moral standards.

However, a leader to be an effective leader only when he or she maintains the highest ethical and moral standards? The answer is NO. The statement is said to be point out that maintaining the highest ethical and moral standards
is one of the important quality to be an effective leader. And that is the question , if one person who doesn't maintains the highest ethical and moral standards, he or she cannot be an effective leader?


As we konw, the human beings is one kind of animals which like gathering together. In a result, there are various kinds of groups in the world. And in order to achieve a goal, there must be a leader who can lead the group improve and get the final
achievement. To be an effective and success leader, he or she should process
various qualities such as the ability of leadership, the current discussion when facing the emergence, the sense of trust or home that should give the group members. That is to say, anyone can be an success leader when they maintain the basic qualities.

However, they are different definition between the success leader and the effective leader. It seems that the long distance from success and the effective is the highest ethical and moral standards. Let's imagine a view, one person drunk day and night and make many mistakes everyday, and another person control himself very well, he never drunk, he only had one love, and had a high response for his career. Which one do you think will be success? I believe that most of people will choose the second one. And now, I tell you the answer, the first people is the most success president in American,
Benjamin Franklin, and another one is the biggest enemy of the world, Hitler. It is the truth that F is a totally loser in his own life, However, anybody cannot agree that he is one great person
in the history any more.

In addition, persons always forgiving the disadvantages of others easily. If a leader who has some small disadvantages will achieve the goal by leading a group successfully, the people will like he or she as usual. In sum, to be an effective leader, a public official must maintain the highest ethical and moral standards.

倒数第二段很厉害！
1.偏题了。
2.你不能说the biggest enemy of the world不是成功的，他至少还当上了德国的总理。
3.把Benjamin Franklin的个人生活说的这么不堪，这可是在考GRE啊。

基本同意2楼的观点，但是应该说还是没有偏题，只是论述不够有力。
小F和小H的例子可以用，但是还是要把小F说得委婉点。
还有，感觉作者在论证：一个有效地领到者不一定要有道德，只要其他方面的能力强就可以了。我觉得这样有点绝对，确实不好论述，不如就抓住题目中的highest，论述：可能一个领导人在道德上不是那么高尚，但他在其他方面的能力很强，也能成为effective leader.

水平有限，只能改成这样了，仅供参考

1.没错，你是想表明effective leader 和highest ethical and moral standards没有必然的联系，如你所写“ It seems that the long distance from success and the effective is the highest ethical and moral standards. ”，问题是反例里H也不能说是highest ethical and moral standards以及drunk day and night and make many mistakes everyday的人是不道德的。我们在讨论leader是不是要有超越常人的道德标准，而不是常人的道德标准，不抽烟不喝酒用情专一对工作认真的人很多，我也算一个，但我不认为我是highest ethical and moral standards，我只是个普通的人。
2.其实成功与否每个人自有标准，纳粹的反人类罪行是罪恶的，但是不能否认H的“我的奋斗”，他那不甘平庸的进去之心和你今天的奋斗本质是一样的，此外纳粹也推动了世界科技的巨大发展，火箭技术，悬浮技术，原子能技术，事实上人类科技的很多巨大进步都是源于战争和军事，比如互联网的前身，美国国防部高级研究计划署的阿帕网，不论英雄还是枭雄都不是一般人，哪个所谓正义的领导人不是为了个人的政治利益而双手沾满了鲜血，STL？MAO?成王败寇而已，如果H征服了世界，成立了地球帝国，你今天可能就是操着德语看着教科书里身为开国领袖的H了。成功的定义应该是通过努力达到甚至超越了预设的目标，与道德是两个范畴的问题。
3.对待老美不卑不亢，但也不能自讨苦吃，哪老外要是当你面抨击什锦八宝饭，你也会不乐意，自己家的事是自己家的事。
