求拍,这是自己改了一下之后贴上来的,应该还有不少问题,但是英语水平差如我者看不出来,很心虚。。。


TOPIC: ARGUMENT131 - The following appearedin an environmental newsletter published in Tria Island.

"Themarine sanctuary on Tria Island was established to protect certain marinemammals. Its regulations ban dumping and offshore oil drilling within 20 milesof Tria, but fishing is not banned. Currently many fish populations in Tria'swaters are declining, a situation blamed on pollution. In contrast, the marinesanctuary on Omni Island has regulations that ban dumping, offshore oildrilling, and fishing within 10 miles of Omni and Omni reports no significantdecline in its fish populations. Clearly, the decline in fish populations inTria's waters is the result of overfishing, not pollution. Therefore, the bestway to restore Tria's fish populations and to protect all of Tria's marinewildlife is to abandon our regulations and adopt those of Omni."

The author takes a hasty assumption thatOmni reports no significant decline in its fish populations equals to the fishpopulation is not affected by Omni's people's activities. In fact, the reportmay be not precise, or the traditional fish living there has died out and somenew fish have come there. Another assumption is Omni's reputation helps protectthe fish, which is not valid without long-time data of fish population.
Even if these two assumptions are the case,the comparison between the regulations and the scenarios of fish populations ofTria and Omni doesn’t lead to the conclusion that the decline in fishpopulations in Tria's water is caused by overfishing necessarily. The argumentgives no evidence that the overfishing really exists. It is possible that underthe regulations that do not ban fishing, fishermen in the Tria don't overfish.And this possibility can be proven by primitive areas where no bans exist: people live there have no machines orlarge net to catch large amounts of fish, and maybe due to their awe of nature,they wouldn’t do so even with them.
Also, fishing in certain area under carefully design sometimes even canimprove the fish populations. What's more, the author doesn't show me anysurvey or some other evidence to persuade me that the pollution is not thecause of the decrease of the fish populations. Is there no pollution at all? Orthe pollution is not harsh enough to harm the fish? I don't know.
Moreover, even overfishing is the cause ofthe decrease of fish in Tria, it is too hasty to abandon Omni's own reputationsand adopt those of Omni. Maybe there are many people in Tria live on fishingwhile Omni not, so the abandon of fishing may cause many people lose their job.Further more, the abandon of fishing might not restore Tria’s fish populations,for the decline maybe so disastrous that it cannot be stoppable by such mildways.
In conclusion, the author don't show enoughevidence to persuade me into take the reputations of Omni’s. He or she need toget more information about the reason of decrease of fish. Even if Stop fishingcan restore the fish population, I will not be convinced if the disadvantagesof other means are not given.
