关于issue的写作角度

现在还是不怎么清楚issue从什么方面来写。。。
举例来说，issue224，“Censorship is rarely,if ever,justified”，关于这个题目，我在笑来老师网站（http://www.lixiaolai.com/index.php/archives/386.html）看到老师写了以下内容：

• 什么是审查机制？它包括哪些机构，拥有怎样的职能？
• 审查机制设立的原因、作用、意义各是什么？它对社会有怎样的影响？
• 审查机制受什么力量制约？
• 审查机制有可能受到哪些因素影响或者干扰？举例。
• 审查机制很少能做到公正吗？为什么？哪些人会支持这个观点？他们为什么会这么想？举例说明为什么。
• 审查机制在怎样的情况下可以保证其公正性，哪些情况下无法保证？为什么？举例。
• 如果审查机制无法保证其公正性，会对带来什么结果？它还有存在的必要吗？为什么？
• 我们可以通过哪些措施确保或提高审查机制的公正性？

是说这个题目从以上几个方面都可以写吗？会不会跑题？

those questions are there for so called "brainstorm".that is helping you to form your own idea about how to response to the topic...
help you better understanding the topic, which are not outlines for your writing.

if you don't have any idea what to discuss, you will be off the topic...no matter what..

such as if only thing you discuss in your issue is why people think censorship is bad...then you are off the topic..
because for an issue, you have to make your own statement, and support your statement with persuasive analysis, evidence, examples.
if you make a statement like
censorship is  justified because 1,2,3... people may think.... but I don't think they are right...

then you are not off the topic..
