TOPIC: ISSUE56 - "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."

[Clu]: Immediate problems of today are more impoartant than anticipated problems of the future! => Is this true for Governments?
[Position]: On the whole, governments should be more capable of dealing with the anticipated problems of the future while they are solving the immediate problems of today. 指出政府应该有能力应对未来问题,而解决眼前问题只不过是他的基本责任而已!
e.g. education, national defence, science research, space exploratioin, disease prevention......
Should governments focus more on solving the immediate problems rather than trying to solve the anticipated problems, as the speaker's claim?I concede that the importance of the immediate problems is more significant and conspicuous than the anticipated problems to the stability of the society of today; after all, the impending problems can directly affect the whole society. However, lacking adequate preparation for potential problems will unquestionably lead to further disaster in the long run. 既然认为解决眼前问题对于政府更为重要,注意那个more字,后面那句话就有些矛盾了。。。。
Admittedly, governments generally like to pay more attention to the immediate problems. Firstly, these existing problems are usually serious and tricky ones. Otherwise, they would be solved in the early time. For example, the Asian Finical finiancial Crisis happened in 1997. If any government of those victimized countries did not take any effective measures to cushion the undesirable and horrible consequence brought by this crisis, all the money in bank would be very likely to become mere waste paper over one night which had little value. Therefore, all citizens of the nation including those tycoons cannot even afford to buy a bottle of water. As a result, the residents' finical security were ruined. Besides, let us turn to the SARS crisis in China. It was the government's effective and systematic maneuverings that prevented this virus from evolving to a real disaster. In this light, few people would deny that governments should focus more on immediate problems for the very reason that they may threat your interest directly. But how did these crisises happen? Why governments didn't expect and prepare for them? Because they never focus on the anticipated problems of the future....hahaha...
Secondly, governments, to be more specific, the politic leaders in their limited term tend to regard solution of a immediate problems as a much more distinguished feat than that of a anticipated ones . Because most common people pay more attention to what happen today rather than what would happen in the future and hence such sort of political achievements are expected to earn the politicians higher approval rate or fames both of which will not only facilitate their election campaigns but also satisfy their sense of mission. In the meantime, these politicians tend to underestimate the value of long term strategies, which are aimed to solve anticipated problems. In this respect, overdue emphasis on immediate problems are actually digging trap in our road to future.
You mean, goverment leaders tend to negelect the problems of the future due to realistic reasons. You expressed conern on this matter, but you didn't explain why.
Forgoing the two provisos, out government should also pay enough attention to the potential problems. In fact, anticipated problems such as aging population, racism and energy crisis are gradually bothering our daily life. To some extend, they are much more dangerous due to their insignificance. Japan and many European countries are suffering from aging population. This droll population structure severely affects a nation's productivity considering the deficient of youth, who always take a large part of the whole labor. What's more, when it comes to energy crisis, government should not only advocate the merit of saving, but should also invest adequate funds on long term scientific research in order to create new substituted energy. Besides, governments and education organizations should underscore racism. Teachers should endow students with a correct attitude to the difference of ethnics as well as relatively immediate and practical knowledge. Only by this mean can we expect that the notion of peace world would finally come to reality.
这一段才开始有点闪光。
To sum up, the speaker's assertion is fundamentally correct. Because it is unnecessarily to claim that the anticipated problems should take precedence over the immediate ones since the solution of immediate problems guarantee the stability of a government which is the indispensible requisite to solve the anticipated problems. Furthermore, in generally speaking, paying enough attention to anticipated problems is beneficial to human beings since the increasing rapid development speed also facilitate those anticipated problems to become impending, or even existing ones. 由于Position不稳定,这个结论看起来比较牵强啊。
呵呵,整体还不错,4分! |
