【i原文】Governments' duty, broadly defined as keeping the society steady and stable, at the same time promoting the progress of the society. According to governments' duty, it is too hasty to generlize whether governments should focus more on solving the immediate problem rather than the aniticapted problems or not. To effectively finish their social mission, governments should
take a balance of the immediate and anticipated problems.
Without the solution of problems of today, the society will confront chaos,resulting in failure to complete even the rontine work of government. In retrospect to the strike of HongKong last century, because of the ignoring of the salary and wellfare condition of the cleaners, the once perprous^ city, known as the pearl of the East Asia, was masked with rubbish and waste. The smelly smell prevent the residents away from the street, needless to refer to work. Similar strikes happen almost in every contries in some extent, which extremely impede the development of the society.
So what about neglect the anticipated problems? Maybe even worse. The beginning of world war II, exemplified the lesson perfectly. At the start of world war II, England, France both enjoyed the masked peace, trying to urge the German aggress the Soviet Union, to keep their peace. However the overlook of the potential ambition of German, let them miss the last chance to stop the worldwide war which destroyed the whole world, including England and France. Similar tragedies, happens in almost every field, just like a bable:the once beautiful bable only concerns to fly higher and grow bigger,whose pride and greed mask its wise and prospective eye from the explosion destiny. ^^
However,after stepping into the millennium, things appear more complex than ever before. The globalization of the world knitting the whole things together that immediate problems of today and anticipated problems of the future may even turn into each other or overlap in some degree. For instance, the terriosism seems a potential problem before the event "911". However, hearing of loud noise of
the falling of the skyscrapers, the government suddenly realized it's an immediate problem, setting battle in Afgania and Irap. Then nowadays, the terriosism turns potential again.
In sum, considering the complex environment, the governments should stike to their duty to protect the peace and propel the society advant. It is only a stragedy to choose focus on immediate or anticipated problems. Goverments should change their stragedy with the changing of the environment, in order to fulfill its duty. Sometimes, they can even take a balance.
