10 “Governments must ensure that their major cities receive the financial support they need in order to thrive, because it is primarily in cities that a nation’s cultural traditions are preserved and generated”政府必须要确保主要城市发展所需的财政支持,因为一个国家的文化传统主要是在城市中得以产生和保留
Although I strongly agree with the author’s broad statement that it is necessary for governments to ensure that their major cities receive the financial support they need in order to thrive; after all, the major cities are usually the cultural, political or economic centers of (the centers of culture, politics and economy in)the country or state, this necessity has little bearing on the generation and preservation of cultural traditions.(感觉有点怪怪的) In fact, it is by and large in (because of the )small town or rural area not(instead of ) major cities where a nation’s cultural traditions originates and is passed down from generation to generation. (个人觉得多用强调句比较好)
I concede that there is every reason for governments to try their best to financially support the development of major cities. (No one would deny the fact that it is the governments’ responsibility that to lay strong support to the development of the major cities)In the first place, major cities are usually the economy centers of the nation. As we know, most big companies and plants, as the pillar of the national economy, lie in major cities, so it is reasonable for government to strengthening the construction of infrastructure such as transportation and communication, to promote business. In the second place, the people living in big cities are, more often than not, the major force of the development of a nation, so governments has the duty to ensure them a decent life by providing a sound social security system.
However, it is unjustifiable to extend those reasons to embrace the generation and preservation of traditional culture. Admittedly, major cities are often the cultural centers of a nation as they are replete with numerous concerts, shows, exhibitions, and other cultural activities. Yet, most of them are hailed as the symbol of modern culture, rather than traditional one. Moreover, with the increasing tension of worldwide immigration wave to big cities, these big cities always consist of people with distinct cultural background. In this case, various cultures impact each other and end up with a homogeneous one. Consequently, more often than not, indigenous cultural traditions cannot survival, let alone thrive, in major cities.
On the other hand, due to the impediment of relatively undeveloped communication and transportation system, small towns and rural area are usually less impacted by modern culture and outside culture, compared with big cites, and thus the indigenous culture could be preserved and passed down there. For supporting examples, we need look no further than China, which has a history of 5000 years. According to statistics, there are dozens of dialects in China. However, only in rural area or small towns can we hear them, because in big cities every one speaks mandarin nowadays. Besides, many traditional crafts in China such as paper-cut and embroidery would have disappeared, were there not those crafters or ordinary people in small towns and rural area who strive to preserve them by transmitting these skills to younger generations. Finally, some customs and mores no longer exist in big cities in China. For example, playing fireworks, a Chinese traditional custom in festivals, has been banned in most major cities in China to avoid fires. I believe what are mentioned above are the very reasons why when BBC (British Broadcasting Corporation) planed to make a program about Chinese traditional culture, they visited many small towns and villages across China rather than any big city. In consequence, in order to preserve a nation’s cultural traditions, it is sensible for governments to assign a priority to small town over major cities while allocating funds.
In sum, governments have the duty to ensure major cities receive sufficient financial support to prosper; after all the development level of major cities, by and large, represents that of the whole nation. With aspect to traditional culture, however, small towns and rural area, where most the traditional customs, mores and crafts are preserved and passed down, should take precedence over major cities in government patronage. |
