我看到一句话：If they can each be trusted to take such responsibilities,and to exercise such initiative as falls within their sphere,then administrative overhead will be low,其中administrative overhead是指管理费用，我不知道的是as falls是什么意思，望高手指教，谢谢！！！！

我知道整句话的意思，我只是想请教一下as falls 在此处的用法及意义，还望再指点

AS FALLS是不是一种比喻的说法，形容主动性象降落一样自如呢？
我只是瞎猜的，大家不要笑话。

the entire phrase is 'as falls within their sphere' , this means what is in
their control or understanding / or what moves in their direction of being
able to react.

as falls only makes sense if you incorporate the entire phrase... falls
usually means moving in a downward direction or towards something (both
for objects or even ideas)

Please let me know if this makes any sense. If not, I can try again.

To prevent miscommunication of feelings
