Here are the 3 points that I want to declare.
1. I admit that it is my negligence: Making the supervisor mistake my action. <可以加粗>
    +你的什么行为；为什么有这个行为；<车马劳顿之类的>
2. I have already make certain explanation about my action, however, there is no reply to me. In fact, the supervisor did not tell me more about how he/she will cope with it, or others.
    +那天老师的反应；让你写statement是说了啥；你当时怎么解释的；老师作何回应或者根本没有回应 造成你误以为没事 所以在考后并没有马上和ets进行补充解释和进一步说明

类似这样的。
你写信的目的是 让ets明确事件的经过 描述是必要的。但是 重点要有。
一个点+一部分的说明。

Dear officials:
I am sorry to trouble you for this letter.

I have  to make 4 points of clarifications about my IBT that day：

1: I was starting from my hometown, a city far from Shantou University, September 11 until the evening arrived at the Shantou University. The notebook is just for me to prepare for the exam during the trip since it is a 7 hours long trip and I don’t want to waste the precious time.

2: I was so nervous and it was difficult for me to put all my stuff in my supply closet in a hurry, since the weather is so bad in the morning that I was drenched. Even though I read the Policies and Procedures on Registration Bulletin carefully, no specific rule was about food. And as far as I knew later, test takers are allowed to take food in the break time in many other test sites in China. Invigilators will make proper instruction and announce the test regulations before tests in those sites. Unfortunately, no such instruction was made in my IBT that day. Since it was my first time to take the iBT and the invigilator had never announced us what we shouldn’t do, I really didn’t know I can’t open the supply closet during break time.

3: As I didn't take breakfast in the morning, I was so hungry after having taken the reading section and listening section. The event happened that day was an accident, it was not my purpose to watch the notes, and instead, I just wanted to take out my food from the closet. However, to many things were there in my box and the note just slipped out accidentally. I believe the invigilators didn't catch this point at all.'

4: I did make explanations about the accident after the exam, however, there no response from the invigilators. This was also the point that I couldn't accept because my words appeared to be all hot air to those invigilators. So, I thought what I done didn’t against the examination regulations and I didn’t send a letter to explain the condition to ETS after the test.
3 v After having taken the test, I had to I rushed to the station to back to Zhuhai, which either took me 7 hours.

Here is the condition of that test day.

In September 12, 2010, I took Internet Based Testing (iBT) in Shantou University in China. I went to the test center in the morning at 9 o’clock. The invigilator didn’t announce the Examination Regulations and inform us what we should and shouldn’t put in the supply closet. So, I put my bag (there is a laptop in it), notebook and food in the supply closet outside the test room in a hurry, which made the supply closet full of my stuff.

After took the reading section and listening section, I went out the test room to have a break. Then I opened my supply closet and want to take my food out, however, as soon as I opened the supply closet, my notebook dropped out from the supply closet. I picked up the notebook. Admittedly maybe I had looked the notebook unconsciously, but I just want to put it back to my supply closet. And at the same time, the invigilator went out the test room, warned me that I shouldn’t open the supply closet without his admission and confiscated my notebook. I closed the supply closet and gave the notebook to the invigilator as soon as he noticed me. Because I really hungry, I asked the invigilator again to open my supply closet for my food. The invigilator allowed me to eat my food.

After the whole test had been taken over, I was so happy at that time because I thought I can get a good score and I don’t think I breach the examination regulations. But the invigilator asked me to write a statement in Chinese about the event and tell me he would report it to ETS. I am confused about the accident that I didn’t specify what happened at that time. After having written the statement and handed over it, the invigilator didn’t say anything to but just let me go.

I know that Internet Based Testing (iBT) is an impartial test which can testify my English proficiency. So I study sedulously for 11 months to prepare for it. I absolutely know I need to take the test honestly. My parents usually taught me honesty is the fundamental of life. In my stage of university study and senior high school study, I always prepare hard for my exam and never cheated in any exam. Dear officials could check my university to know my credit history. I took Internet Based Testing for a better future study in a foreign country, so I would not cheat in the test which is contrary to my moral.

I'm so sorry that such accident happened on me and trouble you, whereas, I didn't mean to access the notebook since the notebook only dropped out by accident. I expected dear officials could give me an equitable judgment.

改成“mentions food”更好一点吧。而且也可以说下考试时间正好经过中国的午饭时间。。。这样带吃的显得更有必要。。。

其实我觉得你在12楼的那篇已经挺好的了。再加上解释7小时车所以带了小本子和考场监考老师没有提醒你关于中场休息时食物的规则就可以了。先把那些寄出去，如果ETS再给你来信，你再解释更多细节好了。

太多的话，确实谁也不会太有耐心看的。

I am pleased to inform you that we have concluded ourinquiry concerning the reported violation of test center procedures at the September 12, 2010 Test of English as a Foreign Language (TOEFL) Internet Based Testing (iBT) administration.  The additional information you supplied resolved the questions we had about the incident.   No further action will be taken and your score will be reported.

Please familiarize yourself with test procedures before taking any other tests administered by ETS.  Violation of test procedures may result in score cancellation, and repeated violations may result in your exclusion from future testing.
