Does an effective leader must maintain the highest ethicalor moral standards? I would say no, although a great leader needs to be anupright man, but it is really not necessary for him or she to be morallyimpeachable.
Indeed, it is necessary for a leader to have some moralstandards in his/her mind, otherwise the leader cannot perform his/her functioncorrectly.
A leader who has strongability but without any ethical views is even worse than one who is not capablebut has correct moral standards. The great Chinese historian Sima Qian oncesaid, "The moral views are the general of the abilities, and the abilitiesare the solders of the moral views." This explains the relation betweenthe ability and the moral, an effective leader does need to have correct moralstandards, otherwise nothing can limit his/her abilities. Another example wouldbe corruption. Chen Liangyu, the former mayor of Shanghai, moved thousands ofmillions money in the public funding to the stoke market, trying to make moneyfor himself. The result is the money disappeared. This is an extreme example ofhow a leader without good moral standard can do harm to the public, not tomention "effective".
However, most of the time, a great leader do not need toobey the highest moral or ethical standards. An old saying in China says,"No fish would be in the cleanest water." That means sometimes we donot need to ask for highest standard for everything. If the leader does have avery good moral standard, he might ask everyone in his team to be like him. Butnot everybody can maintain the highest moral standard, the reason it is thehighest is it is hard to maintain. Thus the conflict would be in the team. Howcan a team that is not even solid to be effective? Also, sometimes the environmentdoes not permit a leader to maintain a highest moral stand. For example, inMing dynasty in China, the officers in the government got an extremely lowpayment, it was even not enough to feed their families. In this situation, theyhave to make money from the other ways. People with highest moral standardswould not do so, but they will die in this situation. So maintaining a highestmoral standard is really not necessary and sometimes impossible for a leader.
On the other hand, a leader with the highest moral standardsis usually not the most effective leader. These highest moral standards need alot of time to cultivate when a man is young. Thus his or her focus would bethese moral things not the ability to work or to deal with things. So his orher abilities would be very limited. When they grown up they have the habit tofocus on the moral details not the real things, their abilities woulddefinitely be affected. Like the famous government minister Hairui in Mingdynasty, he was very poor, had the highest moral standards. People said he wasa good man, but no one said he was a great prime minister. He was not, becausehe wasted too much energy on correctness and forgot about effectiveness. We cansee that one person’s energy is limited, too much emphasis on the ethics wouldenervate the ability of being an “effective” leader.
To sum up, an effective leader does need to obey the moralstandards otherwise things like corruptions would be everywhere, but it isreally not necessary for them to maintain the highest ones, because it would wastetheir energy that can be used to be effective. Also sometimes it is impossiblefor them to do so.
