25The following appeared in a memo from the mayor of the town of Hopewell.

"Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."

(1) No evidence is provided to prove that the establishment of golf course and the resort hotel effectively contributes to the economy and tourism increase.
(2) The situation of  Hopewell and Ocean may be greatly different.
(3) The condition of tuorism industry may be now be quite different from the condition two years ago. Perhaps the visitors have lost their interst on golf courses and resrot hotels.

反驳：首先，两地的条件没有进行比较。oceanview 在地理上可能与 hopewell不一样。oceanview 具有一个好的环境，在没有建起 golf and resort hotel 的时候，已经在旅游业上的利润很高了，而且可能比hopewell 高出很多。而hopewell不具备这些。

其次，oceanview 的旅游利润的增高，兴建golf和hotel只是其中很小的一部分，或许在其他的方面改进很多，赢得很多人的青睐。而hopewell在旅游业的道路上可能刚刚起步，需要先把基础工作做好，贸然模仿他人是得不偿失的。
最后， hopewell肯定有自己的优势，应该发扬自己的优势，扬长避短。这样才能更好的发展。

(1) There is no clear evidence that the increased tourism in OV is due to the new golf course and resort hotel. Maybe it carried out other measure to win customers. Also, new businesses opened in OV are not caused by the golf course and resort hotel. Moreover, the tax revenue growth is not surely caused by the new golf course and resort hotel.
(2) The successful experience in OV in the past two years maybe cannot directly apply to H town. Possibly, economic growth in tourism has been expanded in the past, but now the tourism economy is suffered with some kind of crisis.
(3) The situation in H may be quite different in OV. There is no use or not convenient for H to build a gc and rh to improve its economy. Perhaps, there is not much space for a golf course to settle down, and there is not enough money to invest in a resort hotel.
