Grounding on the memo the author supports
a case that Ocean View develops economy with building golf course and resort hotel and he or she accordingly suggests that the best way to improve Hopewell's economy and
generate additional tax revenues by imitating OC because of its success. Obviously , author ‘s conclusion is unfounded and logically flawed in several critical respects.
To begin with ,the argument above is weaken by the fact that the author fails to consider that building a new municipal golf course and resort hotel is the unique cause of
the development of OV .As we all known , for a city ,there are various complex reasons contribute to economy .Perhaps the government of Ocean View implied a new deal which encourages business men to invest here
to attract
more and more people came to the town to open supermarkets ,banks ,and other entertainments, at the same time , driving the
tourism .Only build
a new golf course and resort hotel but others are not reasonable such as
bad traffic condition also
can not improve the whole economy
.Without ruling out other
possibly factors ,the author cannot convince me .In order to support the argument
justifiably ,the author should make precise survey about

synthetical
reasons of
success.
Even if assuming that Ov's success was due to municipal golf course and resort hotel ,the argument relies on the statistic of Ov cannot accurately reflect
the condition of Hopewell. since the author did not consider the differences between the OV and
Hopewell.
Both of them have its particularities, thus
the author cannot hastily reckon the H is the same as OV. It may
equally possibly that there are diversities among them :OV is an attractive town with

beautiful mountains
and lakes ,on the contrary ,the Hopwell is a ordinary town without special scenery. Unless the author state a report
to prove
the similarities between The
OV and H ,I cannot accept the author's conclusion.
Granted that the statements above are correct
in some way ,I may doubt that if this method what the author mentioned in the memo is the most satisfy for our

Town or not. Given town’s advantages ,it may be possible
that
the
government forces on improving environment will do well in
the town. Or there may have
other more effective way to develop our economy rather than building golf course and resort hotel.
In sum ,the author cannot justify his or her recommendation on the basis of the special example of OV. To
bolter
the recommendation the author must list more reliable and convincing evidence to better assess the argument I would need to know.
