The reading passage describes that the salvage logging is beneficial both to a damaged forest and to the economy. While the speaker raises serious counterargument against the point by providing the evidence regarding lack of nutrients for the new trees, long-term health of the forest and rejection of the economic benefits.
The speaker begins with the statement that removing the remains dose not necessarily help the forest areas recover, which is against the view in the reading passage directly. The decomposition of the dead trees could make the soil more suitable for the new trees to grow and rapid removes render the soil lack of nutrients.

The speaker goes on to argue that insect infestation is not always bad thing for the forest. She points out that the spruce bark beetles mentioned in the reading paragraphs have lived in the forest for hundreds of years without making large damages. Furthermore, the dead woods not only provide habitats for insects, but also some birds and other animals that could contribute to the long-term health of the forests.

Finally, the speaker challenges the issue that salvage logging could make economic benefits. She says removing of some serious remains needs the helicopters, not the workers. And, the job provided for the local people is temporal while most work would be finished by professional persons.
