TOPIC: ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"
WORDS: 580         TIME: 01:00:00          DATE: 2010/12/20 19:54:02

Science is the process of purchasing truth, bringing us new technologies and fresh ideas. Government, as the governor of nations and sometimes the sponsors of sicentific reseaches, should majorly palce few restrictions on it while on the other side government should take responsibility to maintain its decent purposes and appropriate methods.

Too many restrictions placed on science may narrow its width of reseach and limit the freedom of science. As science itself to free to anyone, anybody has the right to seach for truth and find the nature of human beings. While government place too much limit on it, it will bring the slow down of the study. For example, Liu, the wonner of Nobel Peace Prize, are now still be kept in prison because China's limit on his sesearch and fight of human right in China, and later few people in China dare to follow his road. Moreover, if government only sponsor those research they think helpful and call off the other they think nonsense. Some theoretical research, which may be seen helpless on modern technology but may lead to revolutions latter on science, would like to have a dead end. In this case, government should give science freedom and place few restrictions on it.

However, if government just let the scientific reserch as they are and do not supervise it, they cannot make ensure that those reseaches are boon, not disaster. Although science is open to anyone, it also should have a final postive destination, helping the sociaty or human beings step further. In this way, those research harming the security of people and threathening environment should be forbidden or stopped. For example, gene project itself is aimed at uncover the secrets of human, but utilize the outcome to further colon human is illegal and immoral. Those scientists study coloning human is kind of selfish because they just thing about how further they can reach on the scientific road but ignore the social and moral problems triggered by the project. In this situation, governments as the one appointed to maintain the stability of sociaty should place relative restrictions on it. Moreover, government should also keep an eye on the process of research to ensure the appropriation, whose destination may be decent. During the World War Two, Japan invade China and conquer several provinces there. Japan's medical research, which may bring a lot of benefits on Japan's modern medicine, are based partly on the experiments on living human beings. This behavior should be stopped and condemned and on the other side it is the result of lacking restrictions over the world. Similar examples are not rerely seen at killing dolphins when studying sea mammals or sent out much poisonous gas when doing chemical experiments. Government at this situation have the right and the responsibility to aviod those improper process even they may bring some benefits at the end.

As individuals, they should firstly ensure their purpose and process not violate the principle of benefiting the sociaty and human beings, and then try to defend their reseach undistubed by government's restrictions. Merely following the restrictions of government may abberate the road they first on can forced to another road they actually are not interested in, which will both influence the efficiency of research and personal feeling when working on it. So in some situations, defending the original thoughts and fighting for freedom on science under restrictions is accessible and apprehensible.

To sum up, as government they should keep a standard on governing scientific research that maintain the rightness of its purpose and process and free the left. As individuals, they should judge first if they do not violate basic principle and then hardheadly follow their desire.
