政府应该对科学研究尽量少的加以控制
Whether or not government should place as few restriction on scientific research as possible has became a hot topic in the contemporary age. In my point of view, a balance should be found between the freedom of the scientific research and governmental control.
Scientific research always have huge influence on society, both in positive and negative aspects. To make our world a better place, we must set a high value on science. Admittedly, scientific research usually focus on certain fields about which people still know little today. Actually, if research is to be of any value it must explore unknown and unpredictable domain. Thus, scientific research is always a high risky enterprise. The government, as the supervisor of society, whose major function is to maintain social stability and to promote social development, must take the
responsibility to regulate scientific research.
Simply put, without governmental restrictions, scientific research would find itself bogged down in many respects. While it is totally possible for scientific research to bring out certain results which could endanger human-beings, no restrictions put on research will make the situation worse. Besides, it is the task of government to prevent scientific research and development that might have the above negative effects.
On the other hand, due to the characteristics of the development of scientific research ,more space should be left for it. Since too many governmental regulations are more likely to impede the process and to stop scientists from making breakthroughs in their special fields, we must be circumspect about the extent of the governmental restrictions that place to scientific research.
Finally, when it comes to those scientific research that intend to benefit to or make contributions to the larger society, government should try their best to support it instead of placing restriction on it. A examples from medicine serves to illustrate this point. In 2002, SARS (short for Severe Acute Respiratory Syndrome),an epidemic which infected and killed thousands of people around the world, caused a panic in many countries. The government which supported the research institute to help them find out the effective treatment for this disease prevented the prevalence of this ailment at last. On the contrary , What would happen if government had placed restriction on those medical research which are vital to cure contracted people at the critical moment . This SARS instance is proof that sometimes government have to help the scientific research develop rather than restrict it. After all, most of scientific research are beneficial and innocuous to our form of society.
To summarize, without governmental restriction on scientific research and development, certain controversial problems in scientific research such as generic issues will probably endanger our larger society. Without enough space for scientific research, several important discovers we might have won’t appear due to government place too many restrictions on it. Thus, if a balance of governmental regulation is achieved for scientific research, it will be good for both sides and finally to the society.
