Explosive development of science thetechnology has greatly enhance our ability of solving problems we have encountered,and so do human being living a better life. When it comes to whether we shouldplace restrictions on scientific research and development, there are always ahost of different opinions held by different people. Granted that, restrictionson scientific researches may enfetter our steps of pursuing a better life.However, the uncertain risks lie in scientific research and development shouldbe controlled.
Admittedly, our original purpose ofscientific research is to solve the problems stand in our ways of life.Relative cases are that we carry out researches on nuclear energy in order togain more energy for social producing, we carry out development of geneticallymodified (GM) food for the purpose of attain robust crops so that public mayhave abundance of food and we carry out discovering in clone technology for thegoal that we can cultivate living and transplantable organs for medications.Thus, fewer restrictions may encourage more people devoting into fields of scientificresearches and finally benefit human being overall, even though such kinds ofresearch and developments are costly in most cases.
Unfortunately, due to the limitations ofhuman rationality, scientific researchers can assure that researches and developmentswill definitely benefit society. Apt examples are that nuclear weapons,byproducts of nuclear energy researches, has greatly endangered security ofearth, poisons along with GM food with no doubt will harm human bodies andcloning of human being itself would cause serious ethical problems. On theother hand, great amounts of research and development fee provided by eitherprivate donations or public funding would never benefit society incircumstances mentioned above.
Besides discussions on the effect ofscientific research and development on public, government, a deputy of socialwelfare, should monitors uncertain risks amount researches and developments.Most importantly, government should enact policies to achieve balance betweensocial benefit and social risk of scientific researches. Such as adoptingrestrictions of nuclear weapons, setting up food safety inspections, regulatingthe objects to be cloned. Scientific researches, a sharp sword which is used tocut off problems of human life, can harm ourselves if we hastily apply itwithout thoroughly consideration. Ultimately, devotions from people should getrelative returns.
In sum, even though we have greatly enjoyedthe fruits brought by scientific blooming, yet we can absolutely not forget thefacts that we harm ourselves while applying science and technology. Literally,we should keep humble when we face science and technology and consider whetherwe have used them right.
