69"Government should place few, if any, restrictions on scientific research and development"

1.Government should place reasonable restrictions on scientific research and development. On the one hand, some research is benefit to people's life. On the other hand, some others is dangerous to the existence of human.
2.Science always is creative, so government may be not sure if the research is reasonable. At this time, if this research is restricted by government, it would be a loss to society.
3.Government should give scientific research a good environment to develop, but to restrict it in the certain time.
