I am at work, can not type Chinese. You should look at Rutger's Chinese students' placements and what you want to do as a career, statistics or FE? Plus ask your boss about these co-workers graduated from Rutgers, are they Chinese or Americans? If you speak good English, with a master in statistics from GaTech, it should not be a big problem to get a job, but most likely it will not be in finance (which I mean, core business, IB, Sales&Trading, or M&A or portfolio/asset management). I personally like Georgia better than north east. It is warmer and less crowded. But this depends on your personal preference. Job wise, true that NY has a lot more opportunites, but there are a lot competition as well and Rutgers can not compete with CMU or Columbia or Cornell. But you do have the local advantage. A lot of small firms prefer local candidated 'cause they do not want to pay to fly you in for interview and relocation fee.
