TOPIC: ISSUE43 -"To be an effective leader, a public official must maintain the highestethical and moral standards."

It is a kind ofpopular belief that an effective leader or a public official must be an ethicaland moral model in the same time. But I just think, although it is perfect forus to be leaded by an administrator with high ethical and moral scores, it isnot necessary for every leader to be an ideal ethical and moral leader.

First, after hundredsyears of development, we entered an unprecedented era where the most prominentphenomenon is diversity. So, it is hard to define what the highest ethical andmoral standards are. Let's retrospect the history of modernization. At the dawnof the modern time, god lived in nearly everyone's heart in the Europe, Nietzscheclaimed that the god was a lie knitted by some deliberated people, and then hewas titled with creasy man. But, these days, all of us have the latitude tobelieve in god or not. Then, the leader should convert to Christianity to catermany Christian among us or not? Absolutely, what he needs to do is just be himself. We are living in a freer atmosphere, where it is the abilities, the efficiencyand the proposed political blueprints that matters in the election of a leader, other than what he had done in his everyday life.

Of course, thisnot means that we can ignore ethical and moral elements completely. We humanbeings are a kind of creature who consistently pursuit some spiritual matter.None of us wants to be leaded by a thoroughly scoundrel. We often want to dyethe image of our leaders with a kind of warm color, to construct a splendidland full with ethical and moral heroes. Only by this, can we find a feelingthat we are a member of a perfect group. If we got sense of honor in this way,our talents will be inspired greatly and thus we can do more contribution toour group. So, it is justified for us to elect an ethical and moral hero to beour leader, although it is not so indispensible for an effective leader to equiphim with sound moral sense.

But no matter when,we should alert that we cannot be direct by the leader only both in work timeand in spare time. We can encouraged by an excellent leader, but we can also bepropelled by a faked excellent moral heroes. The most famous case is Hitler. Heonce was a distinguish general who inspired the patriotism of German soldiers, but employed them to accomplish his own wild ambition eventually. Own to hisfalse moral and ethical image, people in German was cheated easily. If peoplelived in that time can understand there is no necessary linkage between themoral and ethical standards and the abilities in a leader, maybe they will obeyto general Hitler and resist statesman Hitler, and all of us can thus could avoida disaster.

To sum up, we mustreaffirm that this is a diverse era, and every one of us can choose his ownlife. Even a politics or an ordinary leader can act as a crabby juvenile.

TOPIC: ARGUMENT203- The following appeared in a newspaper feature story.

"At thesmall, nonprofit hospital in the town of Saluda, the average length of apatient's stay is two days; at the large, for-profit hospital in the nearbycity of Megaville, the average patient stay is six days. Also, the cure rateamong patients in the Saluda hospital is about twice that of the Megavillehospital. The Saluda hospital has more employees per patient than the hospitalin Megaville, and there are few complaints about service at the local hospital.Such data indicate that treatment in smaller, nonprofit hospitals is moreeconomical and of better quality than treatment in larger, for-profithospitals."

In this argument, the author draw a conclusion from comparing situations of two hospitals simplyand thought eventually that treatment in smaller, nonprofit hospitals is moreeconomical and of better quality. But if we mediate for a moment, we will findthis conclusion is not so justified.

To begin with, wecan hardly score two kinds of hospitals in such a rude way. We all know thepurpose of hospital is to cure patients not to provide accommodations andservice. So, we cannot judge a hospital without analyzing the proficiency of itsfaculty. Maybe hospital in Megaville equipped with more experts than hospitalin Saluda. What's more, the cure rate often lies. We should admit there is sucha situation that hospital in Megaville receives thousands of people per day andcure nine hundruds of them, while hospital in Salude receives 100 patients andcure all of them. We cannot judge which of them is more ideal.

Then, the qualityof service also cannot be the standard to discern the hospital. Although peoplespend lesser time in nonprofit hospital in the town of Saluda with a highercure rate and more attention, we should not seem it as a better hospital thanthe Megaville hospital. Maybe people went to hospital in Salude to treat someordinary illness such as cough, while people went to Megavile were waitingdoctors there to remove their cancers. Only by compare the curation of the samesymptom in these two hospitals can we tell which is more acceptable.

Then, concerningthe sort of these hospitals, we cannot draw such a conclusion as the authorthat the smaller, nonprofit hospitals is more economical and of better qualitythan treatment in larger, for-profit hospitals even if situations is so in thiscase. Because there are numerous other hospitals in either nonprofit group orfor-profit group, we cannot judge them only by comparing in these respects.

To sum up, theauthor got a wrong or at least not so justified conclusion from a simplecomparation. If we really want to evaluate the service of these two kinds ofhospitals, we need to do a lot of research before we got our goal. Beyondquestion, this will cost more time and money than the author had spend.
