issue 3: it is more imporant to allocate money for immediat, existing social problems than spend it on long-term reserches that might help future generation.

As the concept of society came into being, the many problems which derive from the core of of it's essence have been ever growing from the day of its birth. so, to keep the the society a homgenized paradise, or, at least a hamonious family, have long been the dream of any societies. To reach that great aim. politicians and social researches have done a great many to change and improve their strategies,and here comes the debates whether we should keep our eyes on the existing social problem or make a vista of the future so as to do some good to our future generation. In my opinion, both our comman sense and the experiences form the history event tell us that we should combine these two aspect together to create a prosperous society.

First, to solve the immediate, exisiting social problem is just like save a person from an acute diease, and its importance is out of question. Only when a society sovle, or at least alleviate it's current, existing problem can it pay more attention to the project which will take benefit to the future generation. I'll say that any country or government who want to neglect and fail to meet the citizens'  immediate need is commiting a serious blunder. The former Soviet's lesson is a perfect example, the Soviet government pour most of their money to the military research believing that a weapon-advenced and unconquerable country is of prime importance to the citizens, while they fail to detect that what the citizens want most is a peaceful and wealthy life. and the giant Soviet finally collaped into pieces not by war but by the discontent and complaint that existing in the botton of its society.

Although solving the immediate social problems is paramount to the survival of a society, that dosen't mean we should dispite those minor and not-so-urgent problems which might escalate into major and urgent in the future. This is just like a person's chronic disease, if you do not attach enough attention to it, it will become fatal and ruins you in the long run, and more times than never, it will encumber and harms you even in your current life. And here the environmental promblem is a case in point. In the past 100 years, many of our societies have done great deal in industrial improvement but at the cost of environmental degradation.because they think that the environmental pollution will not bring as much harm as famine or poverty.And now we have been tasting the evil-consecquence of that unrational behavior, the environmental problem have been on the highlight; and here we have the obligation to control our process of polluting, while at the same time, we should take the responsibility to ameliorate damaged biosphere in order that the future generation will not live in a world of despair.

After we look into the two kind of social problem which are urgent and potential, we shall find that these two are just the two phase of a same process, A society only pay attention to the current prblem might survial but not thrive. A society who even do not sovle its existing problem is pushing itsself to hell. So our government should on the one hand spend enough money to sovle the existing, urgent problem; while on the other hand  control potentail problems which will bring us potential harm in the future.
