刚刚看了一本参考书，还有那个地区经济的问题， 貌似应该选 neglect enthusiasim那个选项。  
因为上半句强调的是后者，小企业排名都很低，而且规模小：当地的大企业忽视了这种商业热情的氛围导致的结果
