Issue 180 "Many problems of modern society cannot be solved by laws and the legal system because moral behavior cannot be legislated."
现代社会的许多问题是法律和司法系统不能解决的，因为立法不能左右人的道德行为。

I strongly agree with the above statement, as laws and legal system can regulate our society by punishing those criminals as well as protecting the benefit of the majority, however, there are still many moral behaviors that can not be legislated because some of people's behaviors which is not so good but can not be regarded as crimes. （不对，however前面已经构成了一个句子，这样一来意思全反了，一般把重要的放在前面当成分，或者不重要的写成片断放前面

Laws and legal systems which are legislated by governments are aiming at protecting the stability of the whole society. Many today’s social problems, such as the violence, robbery, murdering, stealing, etc, can be solved by laws. By publishing those who contradicted law, the society is regulated and become cleaner. It is not hard to see that if without laws and legal systems, how disorder(?词性) our society will be nowadays. The stability（situation） would be out of control, and both people's lives and fortune will be threatened by the increasing crimes. In a word, laws and legal systems are so necessary that no one nation without them will be able to survive, they are the basic principles for the whole society to obey.总体写得不好

However, people's moral and ethical standards can not be improved by those restrictions and regulations. Even though there are so many laws, we still can see many people those who do not look after their old parents or badly treat（abuse） children as well as (as well as 用在这里，后边的those就和child平行了) those who are unwilling to pay tax or always likely to disobey traffic restrictions. Nowadays, with the high development of technology, new crimes continuously keep appearing, those hankers（hacker） often destroy the web of national institutions or (web of) business corporation either to steal useful information or high (top) secrets or just to play a joke in order to show his/her "admirable" skills or for some other reasons. (长句子却组织得不好) However, our laws are limited because when they are legislated no one can foresee the future exactly. Therefore, not all the behavior can be regulated by current laws. The intrinsic problem lies in the morality and personality of our people which can not be so easy to change by laws and legal system. We should find out other more practicable way to solve those problems. 应该着重论述一下这些坏现象law管不了，然后要通过moral解决（其实这句话就可以写成两个para）

In order to improve the emotional (spiritual?) quality of the society, what we should do is to （we should就够了，精练）enhance the moral education throughout the whole nation, and only in this way, can the moral behavior be controlled （有循环论证的感觉？）. Common sense tells （us） that general speaking those who received well-round and high education do keep higher personality and are more likely to be good citizens who obey the moral and ethical principles. As saying goes "one without good personality and morality, even if he/she holds plenty of knowledge, still is nothing"（这个saying也太啰嗦了吧）. Therefore, even in such a work-oriented society like today, we still need to instill our youth and people high humanity by providing them moral education. Only when every person holds high personality, can all the problems be solved efficiently.

As is discussed above, I'd like to come to the conclusion that no law and legal system can solve every problem of any society; only through well-rounded education can the whole morality and humanity be improved therefore the social problems all be solved.

我觉得论述很不到位置。题目对我来说还是很有话说的，例子也应该不难想。
用词有点随意了，影响了行文的水平。不过是定时的可以理解。自己写完了之后应该自己能先看出毛病来。论证中，内在紧密的逻辑关系也非常重要。
