e是说S这个地方交通事故少但是这个地方赔偿还多，而其他地方虽然事故多但是赔偿少；这样就说明S要求任何事故都要赔偿，其他地方则对于赔偿有更严格的限制。

Sparva’s less restrictive policy，我感觉这里的less restrictive 指的是对any medical treatment这个范围不加限制，也就是都要赔偿，而其他地区则限制nonemergency treatment only if they preapprove the treatment这一类需要赔偿，自然前者的赔偿要多
这个题主旨不是交通管理问题吧，而是对于保险公司的规定

其实我的理解就是，作为保险公司，如果要他什么事故都赔而没有限制，只能是事故率低了，否则不亏死了……

原文的观点是：现象（尽管S处人口并不是很多，但保险公司进行理赔的treatments总量却是最多的）是由于法规（less restrictive policy, 即保险公司不能对所进行的项目进行诸如急诊，进口药之类的限制，极端情况可以理解为，100%赔付)。
题目要求找一个情况来增强这个观点，即此现象确实是由此法规引起的，而不是由其他事实引起的。
E选项提到S城市事故数量比较少，即医治所需要进行的总treatments比较少，在这种情况下，要使进行理赔的treatments总量相对其他城市比较多，只能是覆盖的面更广一些，即less restrictive
