我的理解是这样的：1991年，本地会有2450个65岁老人拿到卡；但是到了1991年有3000人拿到卡，所以题目得到的结论是：有65岁及以上的老人移民到M城。
要使这个推论成立，就要证明没有其它因素导致1991年的时候拿到card的人多于在M城本地1991年岁数达到65岁的人。

我觉得E就是一个排除他因的假设。
