同意楼上，我也困惑了好久，仔细想想还是应该选E

我也选了E。个人觉得D项不对，因为假设D的假设不成立，即有老人没有领到卡，则可以确定1991年大于65岁的人数多于3000了，反而证明作者结论正确。而E项是说1991年第一次领卡，包括1990年64岁1991年刚到65岁的人和外来移民。若E不满足，3000个申请卡的人还包括本地66以及更大年龄的居民的话，就无法与1990年的64岁居民的数据进行比较了。
