文章说没有完成a certain course in electrical safety procedures的话不能成为an electrician，注意这是必要条件不是充分条件哦。不是说只要完成了这个course就成为了electrician~D选项正确：它指出这些graduate是不是和其他非graduate一样需要在成为electrician之前参加一个practical apprenticeship（如果需要的话就refute了原文的结论，不需要的话就support了原文的结论）。B选项不正确：这些学生完成了这个course之后毕没毕业跟结论一点关系也没有啊~毕了业的就be licensed as an electrician，没毕业的不颁发就okay了呗（如果原文结论成立的话）。
