我觉得应该是D，因为“ some ticket
holders have already been issued refunds "只有某些holder在issue,而且我觉得issue是印制而不是已经实际发给观众了，所以根据这个证据推断大范围的refunds不充分。但是答案选A，我不明白，因为题目里提到的两个原因一个已经被排除了啊。

明白了，逻辑漏洞主要出在cancel concert时观众会收到refund，但部分观众收到refund却不一定是因为concert取消，所以选A。
而且我先前对issue的理解也有偏差。
