我的一点理解哦= =
1whatever the effects on his subordinates看语气表示J一定做的不是好事 所以选一个负向词 然后整句话就可以理解为要不是服从上司规定J会毫不犹豫的无视规章制度，不去理会下属。literal估计就是按照instructions的意思
2 后面那句话是第一句话的同义重复 depends on 表示了不独立 不独特 就选idio  后面那个 排除dismiss 我会AC徘徊的。。
