求教一道填空题

第一个选C还可以理解，第二个空为什么是D呢？我感觉这个空的答案应该从下面的in that sense那句话推出，但是感觉好像三个选项都不合适，求指教。

蒸汽时代，机器是要聚集在电源周围的，但是现在不需要了，因为电可以传输transmit的
