那too... not to ...  算不算双重否定？？？

真正考场上没有时间思考到底是几重否定，
唯一要做的就是：读懂（不是翻译成中文），还有就是知道句子在文章中的作用（是支持自己的观点，还是反驳他人的观点），还有就是作者的态度（批判还是褒扬）

研究几重否定没有意义

我知道 但我这不是作完了review吗  这句话我就是弄不懂到底是要undertake 还是不要 undertake  。所以才问你这算不算是双重否定的

可以理解成如下：
if not to undertake it，  the stakes will be too high

当然是“要undertake”，谁都会把风险降到最低

我咋觉得这个语境。take 和 undertake 一个意思。
这儿 双重否定 应该是 not 和 too..to..吧
