Every year we have students applied through agents. We accept their applications as long as all their qualifications are true. We don't have any special collaboration with agents. Therefore, there is no guaranteed admission.  

All qualified applicants have to go through the entrance test and interview and pass both to gain admission to graduate diploma in systems analysis.

Maybe the agent you met provides some training on entrance test and interview to their clients.

我是大四在读学生，请问七月份申请的时候可以提交前七个学期的成绩吗？（最后一学期只有毕业论文）我们毕业论文成绩出来的晚，等毕业后再回学校开证明就有些麻烦了。

Yes, you can apply, but the program will start in Feb 2019. Will you be able to get your bachelor certificate in Jan 2019? You will need it to register. Otherwise, the school will not be able to accept you.
