我觉得是1（不知道对不对）

因为这句话主句是说desertification这个问题的严重性的原因是the vast areas of land and the tremendous numbers of people affected, as well as from the great difficulty of reversing or even slowing the process.，后面那三个原因（记为A,B,C）是并列的。而2把句子逻辑结构搞错了，说成A和B是C的原因。

其中people affected是people that are affected by the desertification的缩写，指的是受到desertification影响的人。
