28) The surest indicator of a great nation is represented not by the achievements of its rulers, artists, or scientists, but by the general welfare of its people.
Write a response in which you discuss the extent to which you agree or disagree with the statement and explain your reasoning for the position you take. In developing and supporting your position, you should consider ways in which the statement might or might not hold true and explain how these considerations shape your position.

From ancient times' chiefs to mid-century kings, and till today the symbol of a nation varied and the form of a country developed into many kinds, the standard of judging whether a country has been issued differently in varies respects. The growth of economy, social welfare, average GDP, together with natural and social environment, all these factors are viewed of importance but in different levels. However, as for the surest indicator of a great nation, definitely the answer to many people is the general welfare of its people, simply according to the definition of a country, which consists of a variety of people from different ethnic groups. This is not to deny the achievements of its ruler, artists, and scientists; some of them justifiably contribute significantly to people's welfare.

The primary reason accounting for my advocate is that a great country could be deemed great only when the country satisfies the substantial and intellectual demand of its people. If the ruler of the country did a lot of achievements at the expense of the depravity of its people's rights, it only benefits the ruler, rather than the whole country. In the past, many rulers of countries expanded their colonies, and they made their people work for them, without paying them adequately, which resulted in the ruler's personal wealth, namely, the so-called achievement. However, nobody in history would like to consider the country of "a great nation". In fact, in democracy society like today, it is the responsibility of a nation to work for its people's welfare, to satisfy their needs, to better the environment for them and provide enough education, medical resources. Only by achieving this could the nation gain a symbol of great country.

Another equally essential ground that could be presented to establish my viewpoint is dealt with the relationship between a nation and its people. What I would like to emphasize is that, although according to my point of view above, which demonstrates that the indicator of a great nation is by represented by the welfare of its people, it does not necessarily deny the influential role played by government, artists, and scientist, who make contributions to the welfare of citizens. The government provides sufficient functioning infrastructure such as public communication, and more importantly, a democratic environment and sense of independence, where its citizens could live freely, peacefully, and stably. The artists write literatures, compose music, and make films to satisfy people's developing demand for entertaining and aesthetic enjoyment, and to preserve the country’s culture and religious traditions. Besides, scientists are also essential in rendering revolutionary development of economy and even a new look of the world, developing people's standard of life, by introducing computers, cell phones, Internet, and technology to people’s life, making them live, commute, and communicate conveniently and efficiently.

In summary, I would like to reinforce my viewpoint that the surest indicator of a great nation relies on the welfare and standard of living of its citizens, seeing that the nation consists of its people, and that simultaneously the nation's goal is to work for them to provide with them a better life. Therefore, even though the achievements of the nation's ruler, artists and scientists are not indicator of a great country, it is tremendously important to develop the government's transparency and efficiency, and to improve the imagination and creativity of both artists and scientists, in order to create a great nation with harmonious atmosphere.
