15.The stability of a society depends on how it responds to the extremes o
f human behavior."

    What is the stability of a society? It must be generally accepted that respection and protection of the fundamental principles of the society by most people ,which prescribes how our society operates and maitain the  structure of it, is the primary mark of stability.To protect the social stability there must exist disciplines that circumscribe people's behavior within the  range of the principles.Consequently,certain immune system should be established to prevent people from violating the principles.It is more important to avoid the violation than to punish after violating.The reason is quite clear:the former has no loss while the latter  doesn't. Measures should be taken to construct an immune system that can detect and prevent the illegal action just like a radar does.

   If a society has an uneffective immune system, it is most likely that  some people will dare to grab their interest from others without much hesitation because it is unlikely they will be prosecuted or the chance of that is slim.So some people will be urged by those flaws and occupy what is not entitiled to them. By and by, honest and justice are disdained,the social proper operation are devastated. The whole society will be ruined gradually by ceaseless selfishness latent in human nature. While, if we have a robust immune system,the ugly plots aimed at unrightfull interests will be under the inspection of justice, largely eradicated during their burgeoning state.

   How can we devise an enough potent social immune system? To be effective, it is obviously that the immuning process mustn't be affected by outside factors such as friendship, individual interest, prejudice,discrimination and so on. We could not possibly count on people to execute the immuning just like computer do with the instructions given. We can only embark on the amelioration of the immune system stucture unwillingly supposing all people are selfish. We have no other choice but to consider the worst situation, which garantees the robustness and completeness of the system.     

   Nevertheless,if the society with defective immunity imposes harsher punishment to repress the violation, this is only an amending action but certainly not effective because so-called 'justice' of that society are sometimes weighted in favor of the violator.We have every reason to doubt whether there is any punishment against those violators of power. That is the reason why so many superior officials in China commited coruption were captured mostly after the collosal losses had happened.

   From the above analysis, we can understand the necessity and importance of building such a deliberately devised immune system of completeness without defection, as is vital to the society's stability. Simply raising the level of punishment is often useless and in the worst case even becomes a tool of someone with suspicious intention.

第三段：如何建设和为什么要如此建设（因为人是sefish的，只能用制度来保证）
第四段：如果对于不健全的immune system，增加惩罚力度也无济于事，甚至成为某些人的工具
我对extremes of human behavior 的理解是viollation again the  principals
我用中国的情况做例子，但可能不够，不过是个典型的例子，你说呢？：）
自觉少了点题的句子，要加上一句：社会的稳定主要取决于immune system的健全和灵敏性，防患于未然，而不取决于东窗事发后的惩罚力度。

其实没有一个标准。关键要以理服人，把道理说明白就行了。我也不知道着篇到了ets那里会怎样。不过至少这是一种新的思路和写法，可以借鉴
