上面这句是将El Nino的机制

这一句才是讲wind的结果，因此，当El Nino风停止的时候，Rossby就不会生成了

因果关系没问题，这里说的是时效性。沸腾的时候把火关掉水也不会很快变冷。IMMEDIATELY

这三个现象几乎是同时发生的，所以你把一个当做immediately，另外两个也是接踵而至的。
