求问PP2一道题~大神及热心版友看过来

The demands of ______ notwithstanding, a page or two in Dahl’s recent book on democracy that considered what public-choice economics has to say about “democratic failure” -----or at least a clear signpost to that literature-----would have been very well spent.

Notwithstanding这里是个shift 我自己的理解是：尽管对于“详尽”有要求，但Dahl书中一两页的关于blabla的内容其实已经足够了。可是为什么答案还是选“简洁”？搜到一个英文解释这个题的，太绕了，看不懂。。。

还有一道题

第一题，句子主干是a page or two would have been well spent.句子中的democracy后面的that阴道的定语从句以及or at least 的插入语是多余的；notwithstanding，此处在句首，相当于你写作文时候的时候这种句式。……。主语，however,+谓语+宾语等等。感觉notwithstanding在此处应该放在句首，应为notwithstanding，a page or two这种句式。仅仅是个人感觉。。。

冒号是重点，应从词入手，第一个空与allowing重复，第二个空与charge重复。。。
