To solve these problems need not only funds, but also demand the aids which come from different people and different nations. Therefore, funds are not the most vital factor for people cope with these social problems.

However, the arts are indispensable for the harmony of a society because they can bring the spiritual materials to all people, and promote the advancement of the society. Any society, any period, there are many works of arts; so it is self-evident that arts is a part of people's live. People can absorb the spiritual wealth from the arts like paintings, sculptures, and music. Especially, in contemporary society, people have increasing pressure which come from work, life and relationship between individuals(人际关系怎么表达啊？). Hence, they increasingly hope the arts to relax them. In addition, many works of art can help people to improve their moral views, advance their ability of appreciation, and enlarge their scope of ken. Nevertheless, in some fields of arts, there is needed enough money to support the survival of these arts. Were it not funds, more and more artists would give up their arts; consequently, some valuable resources of arts will lose, even extinct.

Certainly, different countries confront different problems; how to deal with these problems of the arts and social ticklers, which need governments to evaluate the problems and treat them according to case by case. For example, in a poor country, there are so many people who are endangered in starving, and have little knowledge or skill. Can they put their attention to arts?  The answer is definitely "no". So the chief task of the government is how to improve people's lives but not fund the arts. To contrast, in developed countries, governments can put their funds to support the development of the arts, which can promote the well-being of nations.

In short, whether government should fund the arts or support the social problems, which depends on the conditions of nation. If most people are under the conditions of hungry, illiteracy, and poor skills, to fund the arts is fruitless; on the contrary, if there are so adequate money, it is essential for government to put some to fund the arts since the arts are crucial to people’s lives, as well it is inevitable that there always exist/are some social problems like starving, illiteracy, poor skills.
