In the process of major policy decisions, all of them, the governor, other experts and the general public play considerable roles. The first one leads the development of the country as a whole and directs policy decisions in general; meanwhile others influence them in some degree.

Undeniably, decision-makings of major policies need the expert direction of politicians. It is the result of the professional need of that government business, including major policy decision. Considering conducting government business as a kind of professional vocation, it resembles others, for example the physics researching. As we know, it is prerequisite of physicists to make achievement in their research field that they master a mass of correlative special knowledge and delve a certain question for a long time. Without them, it is impossible that Albert Einstein discovered the Relativity, the meaningful physics theory. Thus, government, as another professional vocation, also requires that its own professionals, politicians and government experts, who have special knowledge background and can devote themself into a certain business to deal with it. Therefore, major policy decisions, one of those professional business of government, require politicians, as professional who hold more information about correlative problems, and research them in general.

However, Depending on only professional politicians, we cannot get the better policy. There are two reasons about it. Firstly, when they are establishing new policies or modifying old ones aiming at solving some social problems, they always fail to know them with more details, which relate to other special field. Nowadays, many democratic governments call for experts of every field to participate in making policy decision. Because their advices come from their special standpoints are helpful to make policies fitter for correlative realms. Secondly, sometime politicians maybe ignore some details for some private political sake. In essence, politicians more care their political interest to a certain extent than mind the whole interest of the nation; otherwise scandals of presidents of the United States are not so much. Thereby, making-decisions of major policy need the feedback of experts of other fields and the supervision of the general public.

In addition, under some conditions, forbidding the general public to participate in decision-makings of major policies probably causes serious results to their country. The extreme, but really existent in nowadays civilization, situation is autarchy, like the crumpled Taliben government and the current North Korean government. They cause the national financial crippling for their autarchy, especially the Afghanistan: compared with now filling with poverty and starvation, it is a well-developing country before being dominated by Taliben government. Hence, thorough leaving decision-making of major policies to the government sometime is harmful to the country.

In conclusion, the well mode for decision-making of major policies, I think, and which also have been used by many democratic nations, is that the government pilot them in general and make original versions of these policies, experts of other realms give their opinion which is needed by amending those original ones, and the whole process of making should be supervised by the people, who have the voting right.

这个题目经典啊！前天看李敖在凤凰卫视主持的节目正好也谈到这个问题呢，因为牵扯到台湾的公投，李敖反对公投，他举了很有说服力的例子：
Lincoln的国务卿（忘了名字），当年用几百万美元买下Alaska,的时候全国一片骂声，人们认为虽然地很便宜，约合几美分一亩，但是没用，白花钱买了一个冰天雪地，如果公投的话，肯定是通不过的。 还是国务卿老谋深算，他说虽然现在Alaska看起来没什么用，但是未来可能会有用处，他不在乎人家骂他。 今天来看，Alaska对美国的战略意义重大，如果还是Russia的话，根本不用什么Long-range导弹，普通导弹直打美国老窝；况且现在Alaska还有石油，已经成为新兴的城市了，也有很多人移民。

In sum, 领导人有远见，普通百姓一般没有这个判断能力。 e.g. 服装设计师恐怕对于服装之外的了解得不多不透彻，要求一般百姓了解那么多国家大事，infeasible. 公投虽然是民主，但是民主政治不一定带来最明智的决策。
