5. The following appeared in a letter to the editor of the Balmer Island Gazette. "On Balmer Island, where mopeds serve as a popular form of transportation, the population increases to 100,000 during the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by the island's moped rental companies from 50 per day to 25 per day during the summer season. By limiting the number of rentals, the town council will attain the 50 percent annual reduction in moped accidents that was achieved last year on the neighboring island of Seaville, when Seaville's town council enforced similar limits on moped rentals."

感觉这个题目和上次写过的那个Argument71的交通治理很像。
虽然instruction不一样，但写起来似乎还是写成一样了。

大纲
1.        the increase of population, the apex of the population cannot be supportive
2.        the relation between the number of accidents and the population
3.        the similarity between Seaville and local island to make the similar target be achieved.
4.        how to solve the traffic problem after the accidents

这里是不是意思搞反了？

“the author should answer that the same decline in moped accidents on Seaville Island would cause a similar decline in on Balmer Island.”

应该是should answer whether吧。。也可能我理解的错，总感觉这段怪怪的
