Thanks for your note. I'm very impressed with your achievements and t looks like you can be a good fit in our lab. Could you submit your application in due time? Each package is evaluated as a whole, so both the committee and I will need to have all the information (including the three reference letters and evaluation forms) in order to make a decision. I'd also strongly encourage that you look into fellowship opportunities such as the PhD innovation fellowship here (http://engineering.dartmouth.edu/academics/graduate/innovation) and the CSC fellowship (you can find out more at http://www.csc.edu.cn/chuguo/s/335--the new version will be out in Jan. 2017, but most things will be the same.), which will significantly increase your chances of getting admitted here. Note that Dartmouth has recently established a joint funding program with CSC so the applications will have a much higher chances of success than before and the decision will be known by April 13 of each year.
