------题目------
Governments must ensure that their major cities receive the financial support they need in order to thrive, because it is primarily in cities that a nation's cultural traditions are preserved and generated.
Major cities have enjoyed too many privileges like subsidization and national focus while countryside and minor cities have long been ignored. Should this unjustness be continued? My answer is no.
Firstly, under such an unfair policy, the disparity of living levels between major cities and other areas like countryside and minor cities will become larger and larger, which not only destroy the justness of the whole society, but also leads to disorder. Country areas have the right to develop as well, especially for such an agricultural nation as China. Since 70 percent people are living in country, too much attention paid to major cities would lead to unbalance of economic development, which cause two consequences. On the one hand, an enormous country population would pour into major cities, which would make these cities too crowded to operate smoothly. In fact, the over-expansion of major cities has produced many problems like inadequate residence, traffic congestion and environmental pollutions. On the other hand, if the farmers still live a poor life, the psychological imbalance would make them unwilling to cultivate crops, which in turn lead to severe famine and material absence. In addition, major cities usually developed from minor cities. If we only concentrate on the development of major cities, other minor cities would lose the opportunity to become large cities.
Secondly, a nation's cultural traditions are not always preserved and generated in major cities. Some cultures and traditions born in the cities have lost or melted with other foreign cultures because cities usually have more chances to communicate with foreign cultures than country. On the contrary, there are many old customs and traditions left in countryside. For example, major cities have inhibited setting off firecrackers to celebrate the New Year, but still we can keep this tradition in country areas. Furthermore, not all the major cities have been the place where traditions and cultures originated. In China, with the time going by, newly thriving large cities like Shanghai have replaced old ones. Some old capitals such as Luoyang, which has been the one of the most prosperous cities and center of culture and economy in history, become minor cities now. Therefore, to save the old traditions and cultures, we should pay more attention to country and some minor cities.
In fact, both major cities and minor cities or country should be adhered equal importance because the development of one will in turn promote the development of the other. The prosperity of major cities could bring along the boom of surrounding areas through providing more opportunities to the neighbors, while the thriving of surrounding areas would help major cities to alleviate the pressure of population and traffic so that the major cities have the possibility to make further progress. Accordingly, the government's task is to promote coordinate development of major cities and other areas.
To sum up, since prosperity of each part of a nation is indispensable to the thriving of the whole nation, as a successful government, the policy should not neglect any part. Only in this way, a nation could develop healthily and steadily in the long run. |
